Overview of IRR Activities Last Week: (U//444441+) FOIA and Executive Order Requests (b)(3) (b)(3) (b)(5) (U//A440) Frequent Requester Asks for Declassification of "Psychotronic Warfare" (U11=3) Michael Ravnitzlcy, frequent requester with American Lawyer Media, submitted a mandatory declassification review under EO 12958 for a document titled, "Psychotronic Warfare: Spiritual Access." � The EO case officer was unable to find a document with that title in the CIA holdings and so informed the requester.' (U//Altift) Requester Interested in 1980 Italian Plane Crash (UHAIU ) A requester from the School of Communications at American University sought information on "the aircraft accident on June 27, 1980, involving Itavia flight no. 870 from Bologna, Italy, to Palermo, Italy...the aircraft crashed, killing 81 passengers and crew." � The FOIA case officer provided the requester with 41 previously released dOcuments on this subject from the Management of Officially Released Information (MORI) database. (U/L44.144) Australian Doctor Interested in Information on Former DCI (UHATIM) An Australian doctor "with an interest in American Affairs" requested information on John McCone, DCI from 1961-65. The requester indicated that he was "wondering if there was a biography on Mr. McCone or some other such material about the man." � The FOIA case officer provided the requester with biographical information on Mr. McCone from the publication Directors and Deputy Directors of Central Intelligence as well as a listing of previousl released documents from the Management of Officially Released Information (MORI) database. (Ullik�We) OIM Declassification Center (UHA-1130) ERWG Reference Guide Prepared from Conference Materials (UHRIVel The External Referral Working Group (ERWG) is distributing a reference guide compiled from the handouts from the 25 June Equity Recognition Conference. The guide will assist declassifiers to identify other government agency interests in documents that are subject to review under the provisions of the 25-year provisions of Executive Order 12958. The CIA representation to the ERWG is compiling and distributing the conference materials for the ERWG because the CIA is presently the executive secretariat for the Group. The Department of State has requested multiple copies of the guide for its declassification program and the Office of Presidential Libraries at NARA plans to distribute the guide to the presidential libraries as an educational tool. Also, a videotape of the 25 June Recoenition Confereice was prepared, which will be distributed to other Federal agencies upon request. (U/Meltii3)- From the Archives: In 1962, DCI Expresses Concerns if Soviets Shoot Down U-2 in Cuba (UHAIU ) DCI John McCone wrote a memorandum to Secretary of Defense Robert McNamara on 13 December 1962, shortly after the end of the Cuban missile crisis, expressing his concerns if a U-2 spyplane was shot down over Cuba. The memorandum was recently reviewed by the DCI team at the IMS Declassification Center. DCI McCone pointed out that the Soviets soon would have SAM (surface-to-air missile) sites operational in Cuba, which would be capable of downing a U-2. The DCI told the Defense Secretary that in the event a U-2 was shot down by the Soviets, "... there is no guarantee that we will be able to positively state that the aircraft was shot down, and if the opposition continues to deny it, we would have no firm evidence on which to base a retaliatory action ..." The DCI suggested options to ensure proof was available, including sending a second U-2 to monitor the flight of the first. The DCI warned the Defense Secretary of the seriousness of the situation, "... the consensus seems to be that (if the Soviets shoot down a U-2), we will be obliged to take out the SAM site or perhaps several SAM sites," which would involve "a military operation against announced Soviet controlled and operated bases and thus action against Soviet soldiers."
