(UHA IT 1") CIA Declassification Center
(U/Kelgt) ERWG Convenes May Meeting
(U/Flitnlirr On 22 May 2002, the External Referral Working Group (ERWG) convened at the Department of State
to hear Leo Masciana of the Critical Infrastructure Assurance Office (CIAO), who briefed the ERWG on
"Information Security in the Age of Terrorism." Also on the agenda, the ERWG discussed 9/11's affect on
information management law and policy, and the current challenge of melding sharing and secrecy needs into a
compatible national security response. ERWG's Equity Training Sub-Working Group recommended that ERWG
host multiple single-day equity training sessions using a new format to be determined by a member survey. Also on
the May agenda, members heard a Remote Archive Capture Program "RAC Shares and Processing Report" and a
CIA Electronic Freedom of Information Act (EFOIA) activities briefing. A representative from !SOO updated the
group on the status of the EO 12958 revision, and reported that the National Security Advisor supports retaining
automatic declassification with a multi-year extension.

(Utherikie) A 1958 memorandum that was recently reviewed at the CIA Declassification Center, between the
Guided Missile Intelligence Committee (GMIC) and the United States Intelligence Board (USIB) was marked "Top
Secret, Sensitive, Limited Distribution, NOFORN." Col. Earl McFarland, chair of the GMIC, apparently didn't feel
that was enough control in that he also stamped the document on every page "ONE EYE ONLY."
This is a record.
