(b)(3) (UHALLICI) From the Archives: DCI Dulles on the U-2 (U//A44401 DCI Allen Dulles appeared before the Senate Foreign Relations Committee on 31 May 1960 to address the issue of the loss of a U-2 over the USSR and the capture of its pilot, Gary Powers, by the Soviets. Mr. Dulles explained why we had the U-2: The "ordinary tools of information gathering," which were overt and covert and information from Soviet defectors, were insufficient. "However, these sources and other sources developed through the application of various scientific techniques, while very helpful, did not give us the full intelligence the country required against the danger of a surprise attack against us, from bases which might remain unknown and by weapons, the strength and power of which we might not be able to adequately evaluate ... Almost equally serious had been our lack of knowledge of Soviet defense measures against our retaliatory striking power." He contrasted our efforts with those of the Soviets "... while Soviet spy trawlers can lurk a few miles off our shores and observe us with impunity, the Soviets cry 'aggression' when a plane, invisible to the naked eye, flies over it some fifteen miles above the ground." This is a record. CC: Sent on 17 December 2002 at 03:56:19 PM Approved for Release: 2019/03/27 C05578036
