This is an appeal under the Freedom of Information Act, regarding a request
submitted on June 18, 1993 for information on Chilean arms dealer Carlos
Cardoen, the Teledyne company, Roger Zuckerman, and James Theberge. In his
letter of September 29, 2006, Scott Koch informed me that the CIA had
located responsive material and was withholding it in its entirety under
exemptions (b) (1), (b) (3), and (b) (7) (a).
In regard to information withheld under exemptions (b) (1) and (b) (3), it
seems unlikely that disclosure of responsive material could adversely
affect national security or the foreign relations of the U.S. The
documents requested deal predominantly with events from the 1980s, almost
20 years ago. The issues discussed - arms sales to Iraq by Carlos
Cardoen's company, with the assistance of various intermediaries, including
Americans -- has been extensively discussed in the press and in publicly
available court documents. Intelligence community records about these
transactions would, however, be of historical interest and would provide
context for our understanding of Iraq's more recent secretive arms deals.
I ask that you review withheld material again to ensure maximum disclosure
of information, giving due weight to the public's interest in material
relevant to its understanding of current events in Iraq.
