As we previously informed you, the FOIA was enacted to provide a means for the general
public to access existing government records. Under the provisions of the FOIA, federal agencies
are not required or authorized to create records such as those you are requesting. Since your
request does not constitute a request for existing records, we must decline to process it.
To help you better understand what can be requested under the FOIA, you may wish to
visit our website. Agency records released since 1 October 1996 are available on our website.
You can find documents through our "Search" section on the site by entering specific topics or
terms into our database. In addition to the "Search" section, our "Popular Document Collection"
section offers the most frequently requested CIA information, and our "Your Rights" section serves
as a reference guide to help the public access Agency information through the various federal
public access laws. Moreover, our website gives instant access to our information and offers a less
costly alternative, because the FOIA authorizes federal agencies to collect fees for records services.
