1. The specifications for :the subject balloons furnished
C Procurement Division for the procurement of these items
are restrictive to General Mills, Inc.:, in certain respects.
This is particularly true with respect co the reference to
GMI Specifications M-2994-1 and M-294.-2 which are shown on
Drawing A732601-C-. In addition the specifications refer to
GMI Engineering approved methods for making repairs to enable
a unit to -pass tests.
2., It is obvious,of course, that these references will
be meaningless to Winzen Research, :inc.) under Contract No.
PSC-293 as well as to the Naval Inspector of Material. The
Naval Inspector of Material will, in fact, be unable to conduct
an inspection unless the specifications and the engineering
methods (if appropriate to this procurement) which mre identified
above by GMI numbers, are furnished:
3. Inasmuch as the development of the item and the specifica-
tions was sponsored by this Agency and -funds expended for the
procurement of the item with specifications, it is considered that
the specifications and drawings furnished should be completely -
non-restrictive by the elimination of the contractor's firm name
and any other designation which is proprietary either by wording
or format.
L, In view of the above Sand of the possibility, of delay
in inspection, it is requested that specifications identified is
GMI-M-299L-3. and GMT41-2994-2 be furnished the Procurement Division
for reforwardinm to Winzen Research, be,, and that the specifica-
tions for making repairs identified as GMT Engineering :approved
methods, also be included if appropriate for this procurement.
