2. current and former senior members of the
Guatemalan government met to strategize and come to an
agreement over how to explain the death of Venezuelan advisor
to the Ministry of Government, Victor ((Rivera)) Azuaje.
Those present at the meeting included Guatemalan Minister of
Government Vinicio ((Gomez)), ex-Minister of Government
Carlos ((Vielmann)), ex-Minister of Government Adele
((Camacho)) de Torrebiarte, and the Director of Civil
Intelligence, Francisco ((Jimenez)).

3. The Guatemalan government officials were concerned about
the ongoing investigation into the death of Rivera by the
International Commission Against Impunity (CICIG), the
Guatemalan Ministry of Government, the FBI, and other
international law enforcement organizations. The officials
planned to form a pact to try and slant the opinion of the
investigators to form a conclusion that coincided with their
way of thinking. It is not known exactly what conclusion they
wanted the investigators to come to. Comment: One
possibility is that they would allow Vinicio Gomez to
continue as Minister of Government, provided that he would
operate under the control of the others.) Carlos Vielmann is
the brother-in-law of the current Guatemalan Vice President,
Rafael ((Espada)), and continues to wield a lot of power in
Guatemalan political circles. These Guatemalan officials
belong to the same circle as the Guatemalan organization of
business community leaders (CACIF) who were provided security
protection by Rivera.

4. Comment: Members of the Guatemalan Security (b)(1)
Advisory Team (Consejo Asesor Seguridad or CAS), who were (b)(3)
appointed by current Guatemalan President Alvaro ((Colom)),
were about to complete their term. It is possible that the
participants (ex Ministers of (b)(1)
Government) were trying to integrate themselves into the CAS (b)(3)

to replace the outgoing appointees. This would be very bad
for Guatemalan internal security since they primarily follow
the desires of the CACIF and answer to organized crime.)
5. Ex-Guatemalan Chief of National Police, Erwin ((Sperisen))
Vernon had arrived in Guatemala Sperisen was
tied into this group of ex-Ministers of Government and was (b)(1)
Chief of Police while Carlos Vielmann was Minister of (b)(3)
Government. Comment: It was rumored, but not
confirmed, that Javier ((Figueroa)) Diaz, ex-subdirector of
Criminal Investigations, had returned to the area, but was (b)(1)
waiting in El Salvador, to be called. Figueroa and Sperisen
are close enough to be like brothers. Both of them left (b)(3)
Guatemala suddenly after the death of three Salvadorian
Parlacen members and their driver and follow-on death of four
Guatemalan policemen that had been accused of killing the
Parlacen members. It was a strongly held belief in Guatemalan
circles that Vielmann, Sperisen, and Figueroa played a key
part in the death of the Parlacen members and the four
Guatemalan policemen that they tried to frame as the
murderers. Victor Rivera knew volumes of information about
Vielmann, Sperisen, and Figueroa. It is suspected that with
the death of Rivera they now feel safe to return to public
view in Guatemala. Both Rivera and Figueroa, who were fierce
rivals, were suspected of operating death squads in
Guatemala.)
