William Rizzier ((Pichinte)), had been

involved in narcotrafficking. As a result of his alleged
involvement, the powerful ((Mendoza)) narcotrafficking family
wanted the Salvadoran official killed. Ex-Minister of
Government, Carlos ((Vielmann)), who was involved with the
Mendoza family, allegedly ordered the killing to be carried
out by four Guatemalan policemen. Once the four Guatemalan
policemen were caught and captured, Vielmann then allegedly
ordered their deaths as well, so there would be no connection
between Vielmann and the deaths of the Parlacen members.
3. Following their arrest in February 2007, the four
policemen were initially incarcerated in Guatemala City and
then moved to Boqueron Prison. All four were placed in one
cell that was isolated from other cells.

4. Retired Colonel Victor ((Rosales)), the Director of (b)(1)
Prisons, allegedly gave the key to the cell to a team sent to(b)(3)
kill the four policemen. The Guatemalan officials allegedly
involved in the killings of the Parlacen members, their
driver, and the four Guatemalan policemen were, ex-Minister
of Government Carlos Vielmann, advisor to the Ministry of
Government Victor ((Rivera)), then Director of Police Erwin
((Sperisen)), Chief of Criminal Investigations Victor Hugo
((Soto)), sub-Director of Criminal Investigations Javier
((Figueroa)), and Director of Prisons Victor Rosales.

Comment: Victor Rivera and Javier
Figueroa were both suspected of operating death squads in
Guatemala. Figueroa left the country shortly after the
aforementioned event and supposedly has not returned.
Figueroa was suspected to be in Austria or Switzerland and
was going to ask for asylum. Sperisen had also left the
country and is believed to be living close to Figueroa.)
