MEMORANDUM FOR: Director of Central Intelligence
SUBJECT : Anna Chennault
1. This memorandum is for information.

2. I called Mrs. Chennault on 23 October and advised that the
Director had a full schedule for the day and asked what I could do. She
advised that she had a personal message for the Director but that if he
were unavailable no further action would be necessary. Mrs. Chennault
asked to meet with me concerning the Civil Air Transport (CATCL) negotiations
and I arranged to have Mr. Charles Whitehurst accompany me to the
meeting.
3. Mrs. Chennault covered a host of topics in a rambling con-
versation. She stated that she was leaving for Taipei on 26 October and
would return to Washington approximately 8 November. She claimed to
have personal invitations from Thieu and Ky and was thinking of going to
Saigon for the inauguration ceremonies. The main purpose of the meeting
emerged in her request as to whether the Agency desired her intervention
and influence with the Chinese Government in regard to the status of the
phaseout negotiations for CATCL. She was advised that the Agency was
not requesting her intervention. Had we asked for her assistance in any
way she no doubt would have then asked that we underwrite her trip to
the Far East. We understand that she has been invited to Taipei by Dr.
Wang Wen-san who heads the group of private investors seeking to buy
CATCL but at the moment they are not underwriting any of the expenses
of their associated group and accordingly Anna must pay her own expenses.
4. She did express some hesitation in fully identifying herself
with this private investing group in overtures to the GRC as she felt this
might impinge upon some of her other interests and relationships. She
indicated that the success of the private investing group would be largely
determined by Chiang Ching-kuot s attitude and whether he would agree to
and support two airlines flying a Chinese flag; namely, Chinese Airlines
and CATCL airlines.

5. It is felt that the main purpose of this requested meeting was
to obtain an underwriting for her trip and to obtain a license from the
Agency to intervene in the negotiations in Taipei. If she had the latter
she could use the Agency's name freely in those matters where she had
a related interest.
6. The meeting was most pleasant and she was appreciative of
a prompt response to her telephone call.
