The Costa Rican Government was informed on 8 July by the Costa Rican Ambassador to Nicaragua that Jean ROpRIOUEZ Somoza had been sent to the Costa Rican- Nicaraguan border to instruct 250 Costa Ricans and Guatemalans. Emergency airports are being constructed at San Carlos and Penas Plancas in Nicaragua. 3. The Costa Rican Ambassador also reported that Emiliano CHAMORRO, leader of the Conservative Party in Nicaragua in opposition to President SOMOZA, had offered the Costa Rican Ambassador unconditional aid on behalf of his party.
