In Nicaragua the tf, Sandinistas are stepping up pressure against the Catholic Church, The Salvadoran guerrillas are preparing for major raids on a number of key cities, including Santa Ana, San Salvador, Chalatenango, Cojutepeque, San Vicente, Zaca- tecoluca, Usulutan, San Miguel, and San Francisco. Meanwhile, the government is sending reinforcements to contain a guerrilla Offensive in Morazan Department. The insurgents reportedly have publicly declared the re- gion a "liberated" zone. The insurgents continue to experience problems in implementing their plans, in part because of recent ,,government military offensives against major base areas. 5 Although these operations have upset insurgent timing, some 460 Army and security troops were killed or wounded over the past month, the highest total since the begin- ning of the conflict. Comment: The insurgent attacks are likely to reduce voter turnout in some areas, but polling places are likely to be secure. Nevertheless, the military may be sorely tested in the east, where its forces are stretched thin and the insurgents are concentrating their efforts.
