the National Science Foundation concerning the proposed
redmplementation of the Science Attable Program. Ambabisd-or
Sa.tterthwaite plans to ask you in the near future to arrange
a meeting with Mr. Robert Amory in order to report on the
National Science Foundation meeting and to reach final decision
on the program.
Ambassador Sattert,hwaite will present to you the plan that

Subject: CIA Support to Department of State Science Program
I have shown the attached letter to Bob Amory from Loy Henderson
to Fisher Howe. He felt that the letter was perhaps worded in such
a way as to indicate an unnecessary amount of bureaucratic red tape.
After discussing the matter we concluded, however, that the R area
was quite right in wishing to emphasize that it serves as the normal
channel between the Department and CIA. We also felt, however, that .0
inevitably the Science Adviser would wish to discuss scientific 2�col'
matters directly with some of the CIA scientists and felt sure that
the R area would interpose no objection. I, therefore, suggested 0.0,01e;
to Fisher that I would ask you to pass this letter on to Bob Amory
with a verbal statement to the effect that of course the Depart�
ment sees no objection to direct contacts between the Science
Adviser and CIA scientists provided due regard is had for the
prescribed channels of communication.
