Soviet-armed Kurds, however, may start trouble along the Turkish border in order to establish grounds for subsequent Soviet interference. (Ambassador Wilson in Ankara believes that the possibility of Soviet use of force any time after 15 April cannot be ruled out. By that date roads should be dry enough for large troop movements.) 5.
