Soviet approach to the Rumanian treaty differs markedly .
from that followed with respect to the Italian treaty. In
contrast to its position on the latter, the Soviet 'delegation
now insists that Rumania's contribution to the war against
Germany must be taken fully into account. Dunn believes
that no agreement can be reached on any treaty with Rumania
that does not contain provisions confirming the special
Soviet position there. (Secret)

Embassy London reports that emigre Polish military cir-
cles in London expect that a formal annouridement will be m
made of the demobilization of Polish troops under British
Command after the arrival of General Anders from Italy on
14 March, D3mobilization arrangements have been practi-
cally completed. All civil activities of the former London
Polish Government will be similarly liquidated in the near

3. IRAN: Complaint to be1.alusAtssil--Premier Qavarn
has promised Ambassador Murray that he will instruct the
Iranian Ambassador in Washington to present Iran's complaint
to the Security Council and to use a "tone of moderation" in
order not to arouse unnecessary Soviet antagonism. 2avam
proposes to notify the Soviets of his decision. Murray points
out that the Soviets may apply pressure when they learn of the
decision. The Shah and the Cabinet have sole responsibility
for -governing Iran, now that the Parliament has closed. (Top

4, DENMARK: Evacuation of aa--Charge Ackerson in
Copenhagen reports that Foreign Minister Rasmussen is opti-
mistic about reaching an early agreement with the Soviets for
evacuation of Bornholm Island. According to British Minister
Gallop, who talked with Rasmussen on 11 March, the Soviets
have asked only for assurance that Denmark can protect Born-
holm without outside help. The Danes have given full assurances,
and are now awaiting the final Soviet reply.
The Navy Department, however, notes that Soviet activi-
ties on Bornholm�including airfield construction and strengthen-.
ing of coast defenses--are inconsistent with an intention to with-
draw in the near future. (Secret)

delegate reports that the Allied Control Council has accepted
for study a formal US dwnand that the Bulgarian Government
be ordered to make an immediate reparations payment to Greece
of 25,000 tons of wheat or rye, 20,000 tons of meat, 1,000 tons
of sugar and 1,000 tons of dried fruit. In support of this demand,
the US delegate has submitted a report comparing the present �
Bulgarian diet with that of other European countries and Indi-
cating that Bulgaria could afford the requested shipment out of

6. JAPAN: Shinning _shortage for Ker4riation o jaoanese�The War
Department has asked General MacArthur for his views re-
garding the allocation of shipping to speed up Japanese repatria-
tion from Southeast Asia, and Australasia. In this con-
nection the Department has advised MacArthur of (a) Britain's
stated inability to provide additional shipping for this purpose
and a British request that US shipping be allocated to SCAP

7. ARGENTINA: politica). atmosvhere =usually quiet�Charge
Cabot in Buenos Aires reports that since 24 February the
political atmosphere has altered markedly; demonstrations
and violence are conspicuously absent. Despite gloom in the
democratic camp, there appears to be little disposition "to
cry fraud or to plot violence."
Cabot advises that under these conditions the Argentine
people will tend to resent further public criticism of their
Government, or of Peron if he is elected. (Secret)

8. VENEZUELA: Qsagutuassg211�
The Naval Attache in Caracas reports that the Venezuelan
Government has announced the arrest of eight persons on
charges of plotting a counter revolution. Other sources state
that a total of thirty people were arrested. The Attache be-
lieves that the persons arrested were from several unconnected
groups; he doubts that any concerted plot had been developed.
