SECRET GENERAL 1, Danube River navigation- -The State Department has informed Embassy Moscow that a parallel S-UK approach to the USSR regarding the re- sumption of navigation on the Danube will be delayed (see Daily Summary of 19 March, item #1). The French now wish to discuss the possibility of their joining in a tripartite approach. EUROPE-AFRICA 2. AUSTRIA: US politton UNtI3jyttitelponsibility--The,State and War Departments have advised General Clark that they desire UNRRA to assume financial responsibility on 1 April, and complete responsibility on 1 May, for the distribution of food in Austria. On the understanding that the US and UK will try to ship during April sufficient food for 30 days in their respective zones (in addition to the 60-day supply to be turned over to UNRRA), the foregoing arrangements are acceptable to UNRRA. 3. POLAND: USILuttimon Polish election date--The State Department has authorized Embassy Warsaw to inquire immediately when the ' Polish Government intends to hold elections. Should the Polish reply confirm previous reports that the Government plans to postpone the elections (in order to eliminate independent participation by Mikolajczyks Peasant Party), the State Department will issue "appropriate_ instruc- tions" to the US Embassy.
