SUBJECT: Communications Intelligence Support for the Voice of America
with Regard to Soviet Jamming
1. Referring to my memorandum to you on this subject (serial 000179
dated 8 August 1950) and your reply thereto (CIA, 36086 dated 15 August
1950) - this correspondence was discussed by the Armed Forces Security
Agency Council (AFSAC) yesterday afternoon. No firm position concerning
AFSA participation in the program was taken, but it was decided that,
because of the Comint aspects of the problem - the matter should be con-
sidered by USCIB before being forwarded to the National Security Council
for decision as to the agency which should furnish support to the State
Department in the Comint field is made.
2. Accordingly, I request that matter be considered by USCIB as well
as by the Intelligence Advisory Committee prior to submission to the
National Security Council.
