THE COMMUNIST BLOC Czechoslovakia -India: Czechoslovakia, the second bloc country to commit itself to aid for India's Third Five-Year Plan (1961-66), on 24 November extended a $46,000,000 credit for the construction of heavy industrial projects. The USSR agreed in July to provide an initial credit of $375,000,000 for the third plan. Bloc credits to India since 1955 now total almost $750,000,000, less than $175,000,000 of which has been delivered. Most of the aid projects agreed on earlier will be implemented after the start of the third plan. . II. ASIA-AFRICA Yemen: he Imam has armed and alerted at least 2000 loyal tribesmen after learning of a plot aimed at his overthrow. The leader of the plot, according to a 24 November message from the Imam to Crown Prince Badr, is the sheik of the Hashid tribe of northern Yemen. The sheikfr xesentihk the Imam's orders to return a subsidy granted him by Badr last summer, apparently, has planned an assassination attempt. He may also be in league with the tribal group which earlier this month sousrlit Rritish sunnort for a revolt against the Imani. The government, which a few weeks , ago claimed it would not accept a resident Czechoslovak am- bassador, apparently now will accept the Czech nominee and V also name a Tunisian ambassador to Prague. Tunisia has also agreed to the establishment of diplomatic relations with Poland, and Bourguiba has declared his intention of "normalizing rela- tions" with the USSR early in 1960. The twelve immediately moved with the moderate Socialist group to organ- ize the preparatory committee for the new party, which is to be officially established in January. The Diet strength of the mod- erate Socialist group now totals 45--about one fifth of the Social- ist? strength in the Diet. The new party's staying power will depend not only on attracting additional Diet members but also on developing local support organizations. III. THE WEST Cuba-USSR-IVIexicoCSoviet Deputy Premier Anastas Mikoyan may be invited to visit Cuba by pro-Communist Cuban leader "Chee Guevara. Guevara reportedly will attend a dinner to be given on 26 November in Mexico City by Mikoyan. Mikoyan on 19 Novem- ber said he had no plans to go to Havana; \` Mexican press reaction to Mikoyan's visit to Mexico to in- augurate the Soviet cultural and industrial exhibition has been predominantly critical to date. Criticism has centered on Mikoyan's propaganda attacks against the United States � France: A considerable number of French deputies, irked over the Debre government's high-handed treatment of the Na- tional Assembly, are using the politically popular issue of vet- erans' pensions to press the first vote of censure under a provi- sion of the new constitution.
