PRESENT: General Smith, Messrs. Wisner, Wolf, Redden, Earman
The Director:

desired Mr. Wisner to go over the draft prior to dispatcn;
discussed this matter with Secretary Pace and intended to

Collins had received contents of Gen. Ridgway's letter in

in the nature of agent identification to and that nothing in the

d. Stated that Gen. McClure had raised the old problem of securing
complete information on resistance movements and, upon being informed that
this information would not be made available, McClure had then requested
Gen. Bolling to bring this matter to the Director's attention. After same
discussion, the Director stated that (1) we should deposit with the Joint
Chiefs (Gen. Balmer) a copy of our plans; (2) it would be made plain that
these plans would not be disseminated but were being furnished for possible
use in the event "we were bombed out"; (3) Gen. Bolling would be informed
that (a) our channel for dealing with Defense on matters of this nature
was through JSPD; (b) our plans dealing with the subject in question had
been deposited with this division; (c) if he, Bolling, Could convince the
Joint Chiefs and us that there was need for the information requested by
