Troops have taken over Baghdad University. Over a thousand students reportedly have been im- prisoned and many seriously injured. Communist students, however, are not participating in the strike and are being protected by the government. Qasim's willingness to antagonize popular opinion by taking such harsh measures against stu- dents apparently stems from supreme confidence in his invulnerability. 23 January 1963 Qasim's attempt to reach a settlement with the Kurdish rebels by temporarily stopping military op- -erations against them has boomeranged. The rebels are taking advantage of the lull to attack military outposts Qasim's misjudging of the situation will increase army dissatisfaction with his handling of the 18- month-old Kurdish campaign. -3- (b)(1) (b)(3) (b)(1) (b)(3) TOP Approved for Release: 2019/07/30 C03023937 (b)(3) rrtr ZZ,ZrfrA WZ/ZZ/Z/Z/Zr 114 Approved for Release: 2019/07/30 C03023937 NasolWI,b NS TO lApproved for Release: 2019/07/30 C030239371 ir/Z Approved for Release: 2019/07/30 C03023937 Nee IIJr3trKtjNue WARNING This document contains classified information affecting the national security of the United States within the meaning of the espionage laws, US Code, Title 18, Sections 793, 794, and 798.
