CAFE FILHO ANNOUNCES PLANS TO RETURN TO BRAZILIAN PRESIDENCY Brazil's President Cafe Filho, who had been on a leave of absence follow- ing his heart attack on 3 November, announced on 21 November that he was returning to office. This announcement has created a new political crisis, and army troops have again occupied key positions in Rio de Janeiro� Although Acting President Nereu Ramos on 17 November reaffirmed Caf� constitutional right to return to his post, a large anti-Kubitschek newspaper as- serted at the time that the army would intervene to prevent such a move, and another prominent paper demanded that Congress impeach Caf�f he returned to office. An abso- lute majority in the Chamber of Deputies would suffice for impeachment. Caf�ilho has been consistently linked -with the important political and military forces averse to the inauguration of President-elect Juscelino Kubitschek, although after the 3 October elections he publicly declared that Kubitschek, if validly elected, should take office. Should Caf�ilho after resuming his duties as president announce any sudden change in the mil- itary members of his cabinet, War Minister Lott, who led the army's "preventive coup" of 11 November, would prob- ably oust Caf�n order "to preserve the constitution" and permit the inauguration of Kubitschek as scheduled on 31 January. 22 Nov 55 Current Intelligence Bulletin Page 3 Pcn C V-113 L''T' Approved for Release: 2019/09/16 C03019091 r-r+ in, P T # T's Approved for Release: 2019/09/16 C03019091 -vow' 2. DIEM ANTICIPATES INCREASED VIET MINH TERRORISM IN SOUTH The Viet Minh plans a considerable increase of terrorism in South Vietnam, Iihe Viet Minh effort is expected to be directed at preventing further extension of government control and at interfering with the training program of the Vietnamese army. The remnant forces of Hoa Hao rebel Ba Cut in southwest Vietnam, which appear to have ,been taken over by the Viet Minh, are showing signs of activity. This activity follows the transfer to training centers of army units which had been deployed against the Ba Cut reb- els. Comment To date the Viet Minh has been cautious in promoting terrorism in the south, probably because of a need to develop increased capabili- ties. The American military attache in Tel Aviv believes, however, that the danger of Israeli reprisals against Jordan has become more serious because of the in- crease in the number of incursions from Jordan during the past several days.
