1. NEHRU, NASR AND TITO REPORTEDLY PLAN TO MEET
IN BELGRADE
Nehru, Nasr and Tito plan to meet in
Belgrade in August to discuss the reduction
of world tensions,
Such a meeting would arouse widespread
interest throughout the world but have its most significant im-
pact in Asia. The participants would have an opportunity to
exchange views in the light of Tito's recent trip to Moscow and
Nehru's experiences at the Commonwealth conference and else-
where in the West.
Whether or not the meeting resulted in a
new statement of common policy, it would almost certainly be
widely interpreted in Asia and Africa as another sign that the
lesser powers are becoming more important in world affairs.
It would also encourage exponents of "neutralist" or "independ-
ent" foreign policies and possibly lead to greater co-operation
in the currently loose grouping of "neutralist" states. The
meeting would be unlikely,however, to result in any formal
organization.

2. EGYPT REPORTED PLANNING PAN-ARAB OIL
WORKERS' UNION
Egyptian labor officials are planning
to form a general union of Arab oil
workers in order to "cut the vital
artery" of Britain's Middle East oil
supplies,
The new union--negotiations for which
begun by an Egyptian labor mission to
Syria, Iraq, Saudi Arabia, Kuwait and Bahrain in early
April--is to maintain close contact with the Liberation Rally,
the political group sponsored by the Nasr regime, and the
Islamic Congress, of which Egyptian minister of state Anwar
'Sadat is the head. The formation of the new union has been
approved by leading persons in all the countries concerned.
Comment
Instances of unrest among Arab oil workers
in Syria and the Persian Gulf area have be-
come more frequent in recent months, and exploitation of this
situation would assist Egypt in reducing British influence in
the Middle East.
An Arab oil workers' union presumably
would be associated with an Arab Confederation of Labor, inde-
pendent of both the pro-Western ICFTU and the Communist-
front WFTU, which Cairo is sponsoring. It is likely to be
some time, however, before this movement becomes an ef-
fective instrument of Egyptian policy.

3. LEBANON REPORTED UNDER PRESSURE TO ACCEPT
SOVIET ARMS OFFERS
.Comment
Although Chamoun is trying to impress
the United States that action on Lebanese
arms requests should be expedited at the "reduced or token"
prices which Lebanon is seeking, he is certainly under pres-
sure to "go along" with the other Arab states, since Lebanon
alone among the Arab states bordering Israel has not accepted
Egyptian leadership in military policy.

4. EGYPT DISCUSSING FURTHER ARMS PURCHASE
FROM INDIA
Comment Egypt has
maintained its interest in Indian arms
since the date of its first known purchase in October 1955.
India is apparently interested in continu-
ing to use its surplus production of arms and ammunition as
a means of extending its influence in the Near East and in
North Africa, which is probably the ultimate destination for
many of the arms. India is also counting on profits from
such sales as a source of revenue for domestic economic de-
velopment under its Five-Year Plan,

5. MONGOLIA SEEKING DIPLOMATIC RELATIONS
Comment
At the last session of the General Assem-
bly, the Chinese Nationalists argued against
Outer Mongolia's admission on the basis of its nonparticipation
in international affairs and lack of recognition by other nations.
This approach to the Burmese suggests
there may be similar Outer Mongolian attempts to seek diplo-
matic recognition from other neutralist nations in the Near and
Far East.
Last December India became the only
non-Communist country to establish diplomatic relations with
Outer Mongolia. Burma, which follows India's lead on many
international questions, is likely to follow suit.

THE TAIWAN STRAIT
Report of the IAC Current Intelligence Group
for the Taiwan Strait Problem
1. There was no significant combat activity during
the period.
2. Air photos of the past 10 days appear to confirm previogs
estimates that the 422-mile rail line from Yingtan to Amoy will
be finished late this year. The line is now operational along a
165-mile stretch south of Yingtan. Additional bridges and tunnels
are required along the southern half of the line.
3. The Peiping Foreign Ministry on 12 June released a
statement containing the texts of the most recent Chinese Com-
munist and US drafts for a renunciation of force. The Chinese
Communist statement seemed intended to increase pressure upon
the US for a foreign ministers' meeting, but otherwise provided
no clear indication concerning Chinese Communist intentions in
regard to the Taiwan Strait.
