tip of Vietnam and is provided with
money, supplies, and documents from
the north by Chinese Junks
An overland supply route
through southern Laos is also used.

3. IRANIAN ATTITUDE TOWARD MIDDLE EAST DEFENSE
PACT

mbassador Chapin on 2 September what
ppears to be Iran's initial bargaining
osition with reference to joining the
urkish-Iraqi pact.
Ala asked for American and British
guarantees to defend Iran against the USSR. He also said
Iran needs more American financial aid because its armed
forces take up 60 percent of the country's budget and asked
for restoration to Iran of the Persian Gulf island of Bahrein.
Ala's note seems to be based on a study
prepared for the Shah by an Iranian intelligence organiza-
tion. The study suggested that Iran take advantage "of the
international crisis and of the competition existing between
the East and the West" to improve its own position.
The prime minister's exaggeration of
his country's arms expenditures and his reiteration of claims
to Bahrein indicate that this position is a preliminary one.
The Shah is interested in area defense
at the present time, but failure to obtain satisfactory terms
for joining the pact would, as Ambassador Chapin
lead 'Iran to arlont an increasingly neutral position.

5. FURTHER COMMENT ON SOVIET NUCLEAR OFFER
TO EGYPT
the Soviet Union has
offered Egypt technical and scientific
assistance in peaceful uses of atomic
energy. The United States has announced the establish-
ment of a program for the development of an isotope
capability in Egypt and is training Egyptian personnel in
the United States. Even if this Soviet offer is more than
a duplication of the American program, it is not likely to
be as extensive as the Soviet program presently being
implemented with the Satellites. Nuclear aid ip these cases
has consisted of 2,000- to 4,500-k1lowatt research reactors,
cyclotrons and various other laboratory appurtenances for
the development of nuclear research capability within the
countries. These programs have also included the train-
ing of technicians in the USSR. (Prepared by OSI)
