the situation in Lebanon has taken
a "serious turn." President Shihab sent a special emissary
to Cairo by way of Damascus on a mission of "extreme im-
portance." Shihab may hope to obtain Nasir's aid in pressing
Moslem extremists to make concession%
Iraq: Former Deputy Pre Minister Aril's departure
from Baghdad for his post as ambassador to Bonn indicates
that his pro-UAR faction has bowed for the time being to the
pressures exerted by the faction of Premier Qasim. The
regime again sought to maintain an appearance of unity by
giving Arif a "warm" official send-off, but further nolitical
fissures may well appear in the near future.
Afghanistan: The Afghan Government apparently welcomes
the new regime in Pakistan and hopes to secure the latter's
cooperation in settling the Pushtoonistan dispute. Foreign
Minister Nairn has canceled his visit to Peiping, scheduled
for 16 October, and apparently intends to press for a degree
of autonomy for the "Pushtoon" tribal area when Pakistan's
constitution is rewritten. (Page 3) (Map)

Taiwan Strait Situation
Peiping hopes to use British influence to "drag" the US
into a more reasonable frame of mind,
with good contacts in Communist circles.
Periodic harassment of
the colony probably had been designed to serve as a warning
against any official British support for the US position on the
offshore islands. A temporary shift in Peiping's tactics
against the colony may be reflected in the restraint applied by
the Chinese Communists to local sympathizers in Hong Kong
as well as Macao, where the national days of both Chinese fac-
tions on 1 and 10 October passed without significant incident.
There is no indication thus far that replacement of the
chief of the general staff of Communist China's armed forces
announced on 12 October--was related to recent military ac-
tivities in the Taiwan Strait area. The appointment of Senior
General Huang Ko-cheng to succeed Senior General Su Yu, who
recently became a vice minister of national defense, indicates
a strengthening of both party and government control over the
military. Huang has been a member of the secretariat of the
Chinese Communist party's central committee as well as senior
vice minister of national defense. His predecessor, Su Yu, is
considered one of the most capable tacticians and brilliant
strategists among Communist China's younger military lead-
ers and has generally confined his activities to the military
field.
Peiping issued its 30th "serious warning," charging US
military provocations on 13 October when two US warships al-
legedly intruded into territnrinl wifrs in the Pingtan and
Matsu areas.

A Nationalist Government official has announced that ap-
proximately 7,100 of the 47,000 civilians on Chinmen and Lieh
Hsu (Little Quemoy) have been evacuated to Taiwan since 6 Oc-
tober. The official said that only the aged, women, children,
middle-school, and some primary-school students are leaving,
and that the men would remain to work the farms.
The Taiwan Defense Command reports that the Nationalists
have demonstrated surprising initiative, energy, and good con-
trol in planning, shipping, and receiving Chinmen supplies. They
delivered an estimated 15,000 tons of all categories of supplies
between 6 and 11 October, including six more eight-inch howit-
zers for counterbattery. fire.

Kabul Apparently Welcomes New Regime in Pakistan
Tne Afghan Government apparently welcomes the new re-
gime in Pakistan and hopes to secure the latter's cooperation
in settling the Pushtoonistan dispute. The take-over in Pak-
istan by President Mirza and army leader Ayub has been fac-
tually reported in the Kabul press, and Afghan Foreign Min-
ister Naim and Deputy Foreign Minister Suleiman have
commented privately that a stronger government in Pakistan
may assist the settlement of differences between the two coun-
tries.
Nairn has canceled his trip to Karachi, Peiping, Tokyo,
and New York,scheduled to begin on 16 October, and appar-
ently intends to press Karachi to grant a degree of autonomy
to the "Pushtoon" tribal area when Pakistan's constitution is
rewritten. Refusing to risk antagonizing the new regime in
Karachi, Naim specifically denied to Pakistani Ambassador
Khattak that he was canceling a visit to Pakistan because Of
the arrest on 11 October of Abdul Ghaffar Khan, the principal
Pushtoon leader in Pakistan. On the contrary, he asked Khattak
to go to Karachi and explain Afghanistan's "friendship" for Pak-
istan and the importance of using the opportunity, presumably
tne framing of a new constitution, to settle the Pushtoonistan
dispute.
Mirza and Ayub, who is the administrator of martial law,
want to establish a strong central government, but they may be
prepared to restore the old West Pakistan provinces, in view of
the opposition to the unified province established in 155. Such
a reorganization would presumably include a state correspond-
ing to the old Northwest Frontier Province, so that the Pushtoon
tribal area would have some degree of the autonomy Afghanistan
is urging.
