Peiping meeting commitment to export rice to USSR: 2. en-rnment: Peiping had contracted to deliver to the USSR 50,000 tons of rice in 1953. Peiping's fulfillment of this agreement should probably be interpreted as further evidence of a determination to pay for imports by maintaining food exports, de- spite relatively poor harvests, rather than as evidence of Soviet pressure. This desire was shown in barter talks this summer with Finland and Ceylon in which the Chinese insisted that both countries accept more foodstuffs than they desired. NEAR EAST - AFRICA Arabs seek punitive action by UN against Israel: At its 23 October meeting in Amman, the 3.3(h)(2) Arab League decided to request the UN Security Council to take punitive measures against Israel as an aggressor in accordance with articles 39 and 41 of the UN charter. The league also decided to reject any UN decision calling for peace negotiations with Israel and to insist on Israeli compliance with UN resolutions on partition, the refugees problem,and the status of Jerusalem as a prerequisite to peace in the area. Yugoslays seen willing to make concessions on Trieste: In the opinion of the American charge in 3.3(h)(2) Belgrade, Yugoslavia is prepared to make substantial concessions in a five-power conference on Trieste in return for a face- saving solution. Yugoslav leaders hinted in recent conversations, however, that the conference would fail if they were "backed into a corner" by the other four powers.
