During the peat year, the United Nations International Childrenls Emergency Fund (UNICEF) has shipped, via the American Export Lines approximately five hundred toes of powdered, skim and whole milk. The United Nations or- ganization, (the largest proportion of whose budget is paid for by the United States) has only the right to make inspections in Bulgaria; this right has been denied to the United Nations by the Bulgarian Government. 2. Meanwhile, Bulgaria exporte its own milk supply either for cash payments or as raw material for the production of casein glue. Bulgaria also uses Its own milk supply for manufacturing glue, used primarily by the Bulgarian plywood industry, 3. The following examples of shipments have been noted: a. The XCHESTER, an American Export Lines vessel, departed Norfolk, Virginia on 12 September 1948 and arrived in Burgas, Bulgaria on 8 October 1948 with a cargo of 958,126 pounds of dry skim and whole milk. Shipping costs alone came to $22,484.42. b. The MORD, departed New York harbor on 15 October and arrived in Burgas on 8 November 1948 with a cargo of 1,132,379 pouads of dry skin and whole milk. The shipping costs were 518,816.970 c. The GORSKI KCOPERATOR sailed from Varna, Bulgaria on approximately 24 October and transited Istanbul on 26 October 1948 for Haifa with a cargo of 36 tons of Bulgarian yellow cheeses, d. Certain American Export Lines vessels are currently returning from Bulgaria with cargoes containing palm cheese. No mention is made of the destination of these cargoes. 4. UDECEF shipments to Bulgaria are not limited to dairy products but included, for example, 7,352 boxes of lard (4700528 pounds) which arrived in Burgas on 14 January 1910 on the EXECUTOR. It is an established fact that the Bulgarian Oovernment is offering for sale abroad Bulgarian pork nYld pork fat in exchange for ball bearings and machinery� 5. Another charity organization, the American Jewish Joint Distribution Committee, had shipped 6,943 pounds of grape Jan to Bulgaria on the EXCHESTER.(see Bulgaria exports nearly all of its fruit crop.
