1. Reduction of Soviet troo Rumania�US Delegate ACC Bucharest

of Soviet troops in all parts of Rumania, particularly in the south.

tially informed_
that the Arab League recent-
ly decided to protest President Truman's "interference" in Palestine in
order to relieve the British of US pressure. US Charge Beirut reports
that the Lebanese Cabinet of Ministers has just approved a formal pro-
test in conformity with the Arab League's decision.
EUROPE
3. USSR: Increasing crime wave reported--According to US Embassy Mos-
cow, reports oh crime wave in and around Moscow are increasing. Un-
like last winter's crime wave, which was caused mostly by more or less
organized groups, reports this year refer principally to individual acts
of violence which appear to be motivated by economic causes. Garrison
troops are patrolling the outskirts of the city.
4. CZECHOSLOVAKIA; Copiroplpt contras): UNIP.A--US Ambassador
Steinhardt has been reliably informed that the release of non-Soviet
members of the UNRRA Mission to Czechoslovakia is continuing at an
accelerated rate and that the Soviet head of the Mission plans to stay in
Prague at least until 31 March. Steinhardt points out that the Soviets
will thus be in a position materially to strengthen the position of the
Communist Party by a strategic allocation of large quantities of UNRRA
goods to be distributed after 1 January.
FAR EAST
5. CHINA: ftziatsighilwEaurmanizea--US Embassy Nanking has been
Informed by a Foreign Office official that Soviet troops were withdrawn
from Dairen on 28 November. Chinese and Soviet officers, he added,

re now negotiating locally regarding Central Government occupation
of the city. The official expects such occupation to take place "shortly,"
certaiely before the end of December.
6. N.E.I.: Status of Dutch-Indonesian Draft T_Lsq--US Consul General
Foote reports that, although the Indonesian Radio has announced the rati-
fication of the Dutch-Indonesian Draft Treaty by the Indonesian Republic
Cabinet, official Cabinet statements on the ratification probably have
been withheld pending action in the Netherlands and because of growing
opposition to the agreement from Indonesian extremist groups.
According to US Embassy The Hague, the consensus of opinion
in the Netherlands still is that the Dutch will ratify the agreement.
TM AMERICAS
ARGENTINA: Bolivian frontier difficulties "resolved"--US Ambassa-
dor Messersmith7 has been informed by the Bolivian Ambassador to
Buenos Aires that the difficulties between Bolivia and Argentina (regard-
ng alleged detentions of Bolivian nationals at the border; see Daily
Summary of 5 December, item 9) "have been resolved" and that, in
view of Argentina's "understanding and cooperative" attitude, there is
tno further need for concern over border incidents,"
