1. Soviets ban local � ublication of US notes on Bu l rian election�The
Bulgarian Foreign Minister has admitted to US Representative Barnes
that General Biryusov, Soviet acting chairman ACC, has forbidden Bul-
garian newspapers to publish the texts of the US-UK correspondence
with Premier Georgiev and the USSR on freedom of elections in Bulgaria.
Barnes pointed out to the Minister that the Soviet action proves the sub-
servience of the Bulgarian Government to the USSR and the worthless-
ness of the Premier's assurances to Secretary Byrnes regarding freedom
of the press for the Opposition.
2. French agree to repatriation of German refugees from Denmark--US
Legation Copenhagen has been told by the Danish Foreign Office that the
French have agreed to repatriation from Denmark of approximately 2,000
German refugees who formerly lived in the present French Zone of Ger-
many. In view of this and previous similar British action (see Daily Sum-
mary of 18 October, item 4), the Legation recommends acceptance of up
to 12,000 German refugees from Denmark into the US Zone.
3. UK views on credit to Poland�Embassy London reports that, according to
a UK Foreign Office official charged with Polish matters economic sanc-
tions constitute "the most powerful lever the US and UK have on Poland"
and are the best means of enforcing Polish adherence to the Yalta and
Potsdam pledges of free elections. The UK official therefore believes that
the grant of additional credits to Poland, except for the reconstruction of
thb coal industry, would be harmful.

4. RUMANIA: Communists await US reaction to electoral preparations--
US Representative Berry reports that local Communists anxiously await
US reaction to the Government's electoral preparations. A Rumanian Com-
munist has told a US Mission member that it will be "unmistakable evi-
dence that the US has abandoned Rumania to the USSR," if the US takes no
action now.

5. FRANCE: Bidault encouraged over MRP prospects�Bidault has told
Caffery that he now is much more encouraged over MRP elections pros-
pects than he was on 18 October when he rejected De Gaulle's offer
(see Daily Summary of 19 October, item 5). "If De Gaulle stops picking
on us, we will do very well on 10 November," Bidault added.
6. AUSTRIA: Food ration to be increased�Secretary Byrnes has informed
US Legation Vienna of the substance of La Guardia's message informing
Figl that possible improvement of food rations may be effected by a
proposed UNRRA shipment of 120,000 tons of grain and wheat during the
fourth quarter of 1946. The State Department believes this shipment, in
conjunction with other sources of supply, will permit the Austrian daily
ration to be increased to 1500 calories (see Daily Summary of 21 October,
item'?, and 2 October, item 7).
7, ITALY: Government to follow opportunistic policy�US Military Attache
Rome expects the new Foreign Minister, Nenni.to follow a policy of oppor-
tunistic neutrality between East and West. The MA adds that Premier
De Gasperi wishes Italy to wait for the final text of the peace treaty
before deciding whether to sign.

8. FRENCH INDOCHINA: Implications of Chalburi Border Incident�US
Minister Bangkok reports that British authorities have received confirm-
ation from a British observer regarding the French attack of 10 October
on the Mekong River village of Chaiburi in which 5 Siamese were killed.
Minister Stanton suggests, in view of the delicate stage of Franco-Siamese
negotiations, that the incident be brought to the attention of the French
Government.
9. //Xi.: Reactions to truce agreement�Consul General Batavia reports
that Dutch and Indonesian reactions to the 14 October truce agreement
have been good and the political atmosphere is more cordial than ever
before.

10, ARGENTINA: Foreign Minister denies alleged anti-Bolivian measures--
Messersmith has received assurances from the Argentine Foreign
Minister that (a) the local Bolivian Charge has raised no question regard-
ing non-delivery of Argentine foodstuffs to Bolivia; (b) Argentina has
adopted no measures against Bolivia; and (c) despite difficult internal
supply and transport conditions, Argentina "should be able" to meet
Bolivia's cattle requirements. Messersmith comments that vital food-
stuffs are in short supply even In Buenos Aires as a result of "red dis-
organization" of internal transport.
11. PANAMA: Acting Foreign Minister's views on base agreement--Accord-
ing to US Ambassador Hines, the Acting Foreign Minister favors a joint
US-Panaraanian statement that Panama, in view of "recent studies of
defense needs," is requesting the US to occupy "temporarily" all defense
sites not yet returned, pending negotiation of a new agreement under the
1936 treaty.
