1. Transfer of US fighter aircraft to Italy recommended--The Commanding
General, Western Base Section, Paris, strongly recommends that 300
excess US fighter aircraft (P-51's) in Europe be transferred to the
Italian Air Force, in the interest of US prestige and the morale of the
Italian people.

ing to US Embassy Belgrade, the report on UNRRA activities in Yugo-
slavia published by the special investigating committee appears to be an
"over-elaborate coat of whitewash." The Embassy believes that the
committee, for political and practical reasons, did not want to interrupt
UNRRA aid to Yugoslavia, despite its belief that the Yugoslav Govern-
ment's cooperation was not always satisfactory.
4. DENMARK: British to begin repatriation of German refugees--US Lega-
tion Copenhagen reports that the British have decided to repatriate from
Denmark apparoximately 10,000 German refugees formerly domiciled in
what is now the UK Zone in Germany "irrespective of quadripartite action
In Berlin." The Legation adds that the Danish Foreign Minister is at-
tempting to persuade Moscow to allow similar repatriation to the Soviet
zone.

5. ITALY: VULCANIA and SATURNIA available as reparations--Accord-
ing to US Ambassador ca�fliiii;the Parts Co�renc�as r�mended
that either the VULCANIA, the SATURNIA, or both, be made available
as reparations to Ethiopia, Greece, or Yugoslavia, if claimed within
90 days after their valuation. (These two vessels are in the process of
being returned by the US to Italy.)

6. KOREA: Progress of oint Commission negotiations--General Hodge
reports that the US Delegation o omm ss on has prepared a
revised draft US-Soviet agreement for reconvening the Commission.
In view of General Arnold's statement of 10 October regarding the need
for negotiations on the governmental level, and the scheduled meeting of
Foreign Ministers on 23 October, General Hodge requests comment on
the wisdom of current local negotiations.
'7. FRENCH INDO-CHINA: US observers in disputed area desired--The
French military have inform ons a � n mese or other
elements have recently destroyed bridges in the disputed territory to be
returned to France. US Consul Saigon reports that the French authori-
ties will recommend that US and British observers be sent to the area
to prevent further destruction and possible distortion of events when the
French move in.

8. DOMINICAN REPUBLIC: Unidentified submarines unloading "apparatus"--
The State Department has informed Butler that the US Navy will conduct
an investigation to determine whether unidentified submarines have been
unloading "mysterious apparatus" in the Dominican Republic as report-
ed locally. The Navy has had previous reports of unidentified submar-
ines in that area.
