1. French oppose US plan for UN hives tion of Southwest Africa�The
TW-1-te c"r"TreWe ce as orme. :ery of its opposition to the US
proposal for establishing a UN Commission to determine whether South-
west Africa should be placed under trusteeship or annexed by the Union
of South Africa. The French consider that the proposal would set a
"dangerous precedent" which might lead the UN to investigate "non-
self-governing territories other than trust areas," and that the pro-
posed Commission would necessarily include a Soviet representative
who would use his position to attack the colonial system. The French
do not, however, object to the annexation of Southwest Africa by the
Union.

Nazi repati iation to the Irish Government, if the British and French
Governments agree to present similar notes. The note would express
"deep US regret" at Eire's continuing lack of cooperation in the repa-
triation of German officials, agents and obnoxious nationals.
3. Geneva considered likel UN site--US Military Attache Bern reports
approva o eneva as temporary UN site for 3 years is re-
garded as a "certainty" by the Swiss now that Secretary General Lie
has reached an accord with the Swiss Foreign Office on the non-viola-
tion of Swiss neutrality. The Swiss hope that Geneva will remain as
the center for the European affairs section, even if it does not become
the permanent "main site" of the UN.
EUROPE
4. YUGOSLAVIA: Troo concentrations in South�US Military Attache
Belgrade has supplied additional information on Yugoslav troop con-
centrations near the Greek border (see Daily Summary of 9 October,
item 4). He states that Skoplje is a "great and very busy military
center," with materiel and personnel arriving daily from the North and
probably the East Some of the equipment is being sent on to Albania.
The MA believes that the purpose of the build-up is to reorganize and
re-equip both the Yugoslav and Albanian Armies, and to continue the
war of nerves on Greece by aiding Greek Communists. He concludes

that Yugoslavia and Albania will invade Greece "only if they and the
Soviets become convinced that they can take Salonika" without provoking
a third world war.
NEAR EAST-AFRICA
6. TURKEY: Draft reply to Soviet note reported satisfactory�US Ambas-
sador Wilson reports the final draft of the Turkish reply to the Soviet
note on the Straits is non-provocative, well-reasoned and convincing.
It is scheduled to be presented to the Soviet Embassy on 18 October, if
approved by the Turkish Cabinet, and will be released for publication
on 21 October. The Cabinet is expected to approve the draft without fur-
ther changes4
FAR EAST
6. NEL: Essly_ispns e.,--US Consul General
Batavia states that the report of the Dutch-Indonesian Truce Committee
has been unanimously adopted by a plenary session of the Dutch-Indo-
nesian Conference. A truce between Allied and Indonesian forces went
Into effect on 14 Cctober, to be implemented by a Technical Subcommit-
tee under a joint Truce Commission headed by Michael Wright, Deputy
British Representative. Details of the truce agreement were as re-
ported in the press, with the following noteworthy exception: In the
event of disagreements arising in the Joint Truce Commission before
30 November (by which date British forces will be withdrawn from Indo-
nesia), members will abide by the decision of the British chairman.
After 30 November, the Commission will refer disagreements to the
Commander-in-Chief of British land forces in Southeast Asia, and his
decision will be binding.
THE AMERICAS
7. PANAMA: Position on base a eement unc ed--Hines reports that
President Irminez has explained e pi ion on the Defense Sites
Agreement in a press conference and has stated that Panama will not
recede from its own interpretation of the Agreement (that the formal
surrender of Japan was a "definitive treaty of peace" and consequently
the Agreement ended at that time).
