1. UK not to break off relations with Ruznania--A UK Foreign Office official,
commenting on tTe-Trcorrupt Rumanian elections, has told US Charge
Gallman in London that the UK does not contemplate brealdvg relations
with Rumania because such action "would play into the hands of the Soviets."
The continued presence of UK Missions in Rumania and Bulgaria acts as a
brake on Soviet and Communist machinations. strengthens the morale of
the Opposition,
2. UK not to take action on Corfu Straits incident--A British Foreign Office
official has informed US Embassy London that -Bevin has sent word not to
take any action regarding the Corfu Straits incident (see Daily Summary
of 23 November, item 1).
3. UN Site Committee favors Presidio--Austin reports that the UN Site Com-
mittee prefers the Presidio to other possible sites in the San Francisco
area and that many committee members consider it the best site in the US.
Austin feels strongly that the US Government ought to offer the Presidio
In a genuine effort to settle the UN in the US and to avert any last minute
Soviet efforts to establish UN headquarters in Europe.
4. Ukrainian reaction to shootIng of s in New ew York�According
to Austin, Manuilsky angrily told a US delegate that the shooting of one of
his staff in New York would have grave repercussions on public opinion
in the Ukraine and the USSR, and that he would decidedly vote against the
US as a site for the UN.
5. British official's view of the French _political situation�According to US
Embassy London. the Chief of the Western Department of the Foreign
Office believes that France will again have a coalition Government which
will include the Communists, will "prove unsatisfactory," and will "fail
to handle" the grave French economic situation. Be considers that as a
result the Right may attempt an "action" which would not have "sufficient
basis" for success. He added his opinion that the Communists "could
take over" the Government, but stand to gain more by proceeding legally.

6. GERMANY: British Zone administration ma be c ed--US Charge

tion of the British Zone of Germany may force personal intervention by
Attlee and Bevin. Ile adds that the solution most mentioned involves
(a) the removal of Ilynd (Head of the Control Office for Germany), (b) the
creation of a more authoritative central administration in Germany,
(c) an improvement in the efficiency and competence of British Zone
officials, and (d) policy changes geared to US/UK zonal unity.

7.. AN Government stre i ..s tion in Northwest Iran--US Military
Attache Tehran reports that, accor Ing to e M ster � 'ar, Central
Government occupation forces in the Zenjan area include 2,000 gendarmes
and 3,000 troops. The Pahlevi (Caspian Sea) garrison has been increased
by 2 battalions, and Government troops will not be withdrawn from Sar-
dasht (Kurdish territory).
Iran will not acce Russian mill su lies--The Aftache also
reports that the Minister has stated that Iran wil not accept delivery of
Russian military supplies.

8. SIAM: Siam opened to mineral exploitation--According to Moffat, (Chief
of State DepartmeiiirilEA DMi1oniiow in Bangkok), the Siamese Cabinet
has decided to open all Siam to exploration and exploitation of tin and
other mineral resources. The Prime Minister hopes for "joint US-Siam
capital investments."
