MEMORANDUM FOR: Inspector General
SUBJECT : Agency Disengagement from the African-American
Institute
1. On 13 September I attended a meeting of representatives
of Agency components with possible interest in the above subject.
The meeting was called by CA Staff and chaired by Emmons Brown.
The purpose of the meeting was to advise of the plans for Agency
withdrawal from the project and give interested parties an
opportunity to pose questions, make suggestions and state
reservations.
2. The Ford Foundation has a firm interest in giving
support to the AAI if the Agency withdraws. State and the
Directors of AAI want to clear the project from Agency ties.
The CA Survey did not clearly recommend full disposal of AAI
but the action is consistent with the tenor of the report.

_ / CA proposes to give the remaining 1963 funds to the
AAI by 1 November 1963. This will sever the connection and
the Directors of AAI, with State support and blessing, will be
in a position to reach agreement with the Ford Foundation. It
is CA's stated position that if AAI should fail to get the
anticipated support; the liquidation of the project is the
problem of AAI.
4. There was discussion of various points and a suggestion
or two but there were no significant reservations. EMmons Brown
asked me after the meeting what I thought about the action and I
expressed the opinion that he should be congratulated.
