SUBJECT: A Non-SALT Era: Impact on Intelligence
Collection
1. In view of the uncertainty as to whether SALT II will be
ratified, I asked Zeke Zellmer and Bruce Clarke to look at the
question of intelligence collection in the absence of SALT. Their
report on this is attached. I would appreciate it if you would
review it so that we could discuss it at the next community
breakfast.40-
2. At the same time, I would like to discuss whether the recent
events in Afghanistan portend any changes in approach to the Fiscal
Year 1982 budget.47H-
