1� Communist combat air stand-down in Korean war apparently ended:
The three-day stand-down of Communist
combat air units involved in the Korean air
war had apparently ended by 31 October.

2. More Soviet jet bombers scheduled to fly to Manchuria:

Nine Soviet IL-28 twin-jet bombers were 3.3(h)(2)
scheduled to fly from Chita in the Soviet
Union to Tsitsihar in Manchuria on 31
October. 3.3(h)(2)
Comment: The arrival of these aircraft
at Tsitsihar will bring the total number of IL-28 jet bombers involved
in this movement to Manchuria to 19, ten of which are now as far
south as Kungchuling. Although these bombers may be replacements
for the Port Arthur area, the reuse of previously used callsigns
suggests that the same Soviet pilots are ferrying these aircraft
to Kungchuling. If the aircraft remain at Kungchuling, delivery to
the Chinese Communists would be suggested.
3. Rice riot reported in South China:
Communist authorities in Kwangtung
recently executed 38 persons in a town
near Canton in reprisal for a rice riot

in August, in which five officials were killed. According to a resident,
the riot started because the people were starving as a result of extreme
taxation.
Comment: There have been frequent reports
from Kwangtung of rural resistance, which is apparently greater there
than in other areas of China. Communist concern has been evident in
recent directives calling for a reduction in the tax burden on the
peasants in the province.
Peasant antagonism in this area is also
reflected in the lagging land redistribution program which, by July
1952, had been completed nearly everywhere else in China, but was
only one-third effected in Kwangtung.
NEAR EAST - AFRICA
4. Tudeh favored by present Iranian trend:
The Ambassador believes that a real
social and political revolution is under way, and that, except under
the aegis of dictatorship, the former ruling class will probably not
have the power to name any future government.
Comment: Despite his professed reform
program, Mossadeq continued until the break with Britain to focus
public attention on the oil issue. In severing diplomatic relations
he has thus removed one of the last barriers to Tudeh and extremist
pressure for sweeping social and economic reform.

5. Turkey willing to mediate Anglo-Iranian dispute:

Comment: Since its entrance into NATO
in early 1952, Turkey has si�Toi�rn an increased desire to promote Middle
Eastern stability, as shown by its offer to approach the Arab states
on participation in MEDO. Neither Iran nor Great Britain is likely to
consider mediation by a third country at this time.
discontent in Egypt:
Comment: There is little information on
the attitude of the Egyptian people or on the dislocations caused by
the army's arbitrary reform actions. General Nagib has so far
succeeded in consolidating the power of the army, but his position
could be undermined if the many disorganized dissident elements
joined forces against him.
