7. Peru/Argentina: The Argentine State Intelligence
Service. (SIDE) has invited the Peruvian National Intelligence
Service (SIN) to join the "CONDOR" group, a cooperative organi-
zation of the intelligence services of countries that border
Argentina, subject to approval by the other participating ser-
vices. As a gesture of goodwill, SIN has agreed to a SIDE
request to try to locate several Argentine extremists believed
to have sought refuge in Peru. But SIN insisted on turning
over any captives rather than disposing of them "in the Pacific
Ocean" as suggested by SIDE.
