1. Recognition of the United Nations International Children's Emergency Fund
(UNICEF) must await the formation of a central government, which will take
five months.

2. Meanwhile, only the medical program is permitted to be carried out. Dr.
Leo Eloesser� head of the North China UNICEF, is making no headway with his
over-all program, and the only alternative is to cease functioning completely.
Dr. Eloesser is paanning a trip to Tsinan for a month.
