Lockwood Freed by Argentine Police After Shootout
On 31 August British financier Charles A. Lockwood was
freed by police after a gunfight in which four of the terrorists
guarding Lockwood were killed and one policeman was wounded.
The police attacked a brick home in the suburban Pilar area of
Buenos Aires, which was serving as a terrorist hideout and
"people's prison." The police did not state how they learned
about the hideout. No ransom demands for Lockwood's release
were ever made public, and it is not known if any ransom was
paid. The police believe the kidnappers were members of the
People's Revolutionary Army (ERP). Lockwood, who was held by
his captors for a month, has left Argentina with his family for
an undisclosed destination./

executive. No personal in-
juries resulted from these
explosions. The U.S. Embassy
believes the terrorists were
Montoneros. An FBI source
also reported that in Cordoba
unidentified terrorists
abducted an employee of
Transax Axle Company, a Ford
subsidiary.

Otis Executive Released in Argentina
On 22 August John Daloubiex, an Otis Elevator executive
who was kidnapped on 8 July along with Nicole Raczkowsky, a
female companion, was released after the paymept of $2.45
million in ransom, $250 thousand of which was in Argentine
pesos. Daloubiex, a French national, was described as being
in poor physical condition. Daloubiex and Racgkowsky were
seized after Daloubiex dismissed the security guards provided
by Otis, and the two went out nightclubbing. he identity of
Daloubiex's abductors is not known, although tie 22 August
release date suggests that his abduction may have been a po-
litical rather than criminal act. 22 August 172 is the date
of the Trelew Massacre, in which a number of Argentine
rorists were shot "while escaping" from Trelewlprison.

Argentine Government Outlaws Montoneros
On 8 September the Argentine government declared the
Montoneros to be an illegal organization. This move follows
by a year the Montonero declaration that it was going under-
ground to fight against government oppression. Along with
this official proscription, the Argentine military is moving
to insert itself more directly in counterterrorist plans and
operations. The new corps commanders appointed after the re-
cent political crisis are all hard-liners against terrorism.
Among other things, the military is vigorously pressing for
the establishment of a national security coordinating commit-
tee which would coordinate all activities of the anti-terror-
ist campaign. The military also wants the establishment of a
military tribunal to try all those accused of subversion.
Since mid-1973 the strategy of the leftist terrorist
groups in Argentina has been to provoke a military takeover.
They hope that popular revulsion against the military will
arise from the takeover and that the left will emerge victori-
ous, through popular revolution or some other means. It now
