Reported Soviet troop movements In Balkans�Rumcmia: General Schuyler, US delegate ACC, reports that the Soviets have decreased by approximately 45 percent their food requisitions from Rumania for the upkeep of Red Army troops there during the next few months. Hungary: According to US military observers, recent Soviet troop movements in Hungary confirm previous reports (see Daily Sum- mary of 30 April, item 8) that the Soviets are maldng substantial with- drawals of occupation troops from Austria. Bulgaria: The Commander of US Forces Mediterranean reports that, according to a reliable Bulgarian source, the Soviets have informed the Bulgarian Minister of War that they will withdraw 18,000 Red troops from Bulgaria during the first half of May. EUROPE-AFRICA 2. HUNGARY: US to sup. art British right to issue news bulletin�The State Department has as, e. eneral ey, de egate C , to support the British forcefully, if the Soviets repeat their request that the British cease publication of their news bulletin in Hungary. The US considers such Soviet action to be (a) arbitrary, discriminatory and without legal warrant; (b) a unilateral denial of the rights of an Allied power repre- sented on the ACC; and (c) a violation of the principle of freedom of the press. 3. FRANCE: Communist coup reportedlyp.,9s1.--US Military Attache, Brussels, reports that the execution date for the Communist seizure of power in France has been postponed and that no new date has been set. (The same "unimpeachable" source had stated on 7 May that the French Communist Politburo had scheduled a coup d'etat for 12 May; see Daily Summary for 8 May, item 'Z .) Communist strategy. TURKEY: Soviet pressure increases unity.-the British Foreign Office has informed Embassy London that the Turkish Government wishes to hold elections at an early date because the Soviet war of nerves has Intensified national unity and the Turkish economic situation is good. 5. GERMANY: US economic plan--The State Department has proposed to the Secretary of State an economic plan for Germany which seeks to (a) resolve the present crisis in ACC; (b) prevent the creation of sepa- rate eastern and western economic units; and (c) fix the blame on the Soviets if the Potsdam Declaration is not carried out. The two main features of this plan to treat Germany as a single economic unit are: (a) settlement of the Ruhr-Rhineland issue in order to Insure French acceptance of a central administration and to determine whether Ruhr- Rhineland resources will be available to the German economy in carry- ing out reparations; and (b) resumption of the reparations program, If the Soviets agree in principle to a common export-import program. 8. GERMANY: Protest against prorosed Baar coal allogatiQns--General Clay has protested the proposed agreement to give France all coal from the Saar in excess of present German domestic allocations. He considers that such unilateral distribution of coal would (a) weaken quadrapartite authority; (b) be inconsistent with the US position on imports from the Soviet zone; and (c) prevent the development of a minimum level of in- dustry necessary to comply with the "disease and unrest formula." 7. A 1 sap --US Military Attache London transmits the statement of a "completely reliable" source that (despite its demands) the Warsaw government (a) "does not really want" Poles who served in Italy to return to Poland, and (b) is sending agents to dissuade those who intend to return. FAR EAST 8,, INDIA: political discussiong--US Consul Calcutta reports that the Viceroy has informed the Governor of Bengal that agreement in the discussions between Indian political leaders and the British cabinet delegation is "not yet in sight but there is hope." ARGENTINA: Soviet bid for influence�Charge Cabot reports that Soviet attempts to establish a political belchhead in Argentina (see Daily Summary of 17 April, item 7) are increasing and cites (a) Soviet determination to outbid the US for Argentine ptoducts, (b) increased Communist press attacks on the US; and (c) repeated efforts to in- fluence Peron against US.
