1. UN Military Staff Committee hamEmii2ySoviet de- -Stettinius
recommends that Ambassador Smith inquire of the Soviet Foreign
Office regarding the paper which the Soviets had promised to submit
to the Military. Staff Committee by 3 April on the general principles
governing UN armed forces. Although the other four members have
submitted their proposals, the Committee cannot proceed without the
Soviet paper, US representatives at the Security Council have been
unable to secure from the Soviet delegates any estimate of when the
material will available.
2. Proposed Norwegian air service between Oslo and Moscow--A Norwe-
gian Airlines official has informed Embassy Moscow that the Soviets
(a) are unwilling to permit flights of Norwegian planes to Moscow, but
are willing to permit flights to a point (sunh as Leningrad, Riga or
Memel) from which Soviet planes would connect with Moscow; (b) do
not now wish to operate an airline to Oslo� but desire landing rights
for "special flights"; and (c) have closely questioned the Norwegians
on US civil air policy and operations.
EUROPE-AFRICA
3, FRANCE: Export-Import Bank loan approved�Acheson has informed
Byrnes that-i=xp�o. x�,17 has approved "in principle" a
loan to France of $650,000,000. Final approval awaits US-French �
agreement on the "overall economic program" for France.
4. TURKEY: Refusal to Arab ar_21.2._sts�Accord1ng to Embassy
Ankara, the Turkish Government has no intention of siding with the
Arabs against the "Anglo-Americans" and will not reply to a request
from the Iraqi Chamber of Deputies for Turkish support of Arab pro-
tests over the Palestine report.
5. AFGHANISTAN: US welcomes mplication to UN--Acheson has
instructed Legation Mo convey to Afghanistan the Department's
gratification over Afghanistan's desire to join the UN (see Daily Summary
of 15 May, item 10). Acheson confidential:y informs the Legation that
the US (a) desires "as many applications as possible" by 15 July, for

and (b) believes that the Afghan application will encourage "other
eligible states" to apply.
6. IRAN: US attitude on retention of case in Security Council�Acheson
has advised Embassy Tehran that the US favors dropping the Iranian
case from the Security Coub.cil agenda if Iran (a) fails to report on
20 May as requested, or (b) reports that it is unable to ascertain the
facts but does not attribute its friability to Soviet interference. The
US favors keeping the case on the agenda if Iran (a) does attribute its
Inability to ascertain the facts to Soviet interference, or (b) specifi-
cally requests retention of its complaint because of Soviet interference.
The Department has advised Stattinius that it favors a Council meeting
on 22 May to consider Iran's reply.
7. RUMANIA: Soviets threaten o ositionpress--General Schuyler, US
delegate ACC, reports that General Susaikov, Soviet Deputy Chairman
ACC, recently told the publisher of the official newspaper of the oppo-
sition National Peasant Party to change the paper's anti-Soviet attitude
and cease attacks on the Groza Government (which Susaikov asserted
tow were also attacks against the USSR and therefore against the US and
� UK); "otherwise he could not tell what might happen" to the publisher.
Schuyler comments that the Soviet intervention reflects the inability of
the Groza Government to control the opposition press.
8. HUNGARY: Communist attitude toward UNRRA�According to Schoen-
feld, Director Sommer of the UNRRA mission to Hungary recently
informed Hungarian authorities that UNRRA food deliveries to Hungary
can be continued only if Hungarian food deliveries to Soviet occupying
forces are (a) stopped, (b) reduced to a minimum, or (c) debited against
'UNRRA relief shipments to the Ukraine. Hungarian Communist repre-
sentatives first declared that if such measures were necessary Hungary
could do without UNRRA assistance, but on the following day informed
Sommer that UNRRA intercession for the reduction of Hungarian deli-
veries to the Soviets would be appreciated.

9. DIDIA: British plan in event of break with Moslems--The British
Foreign ice has Iiiformed Harriman that if the Moslem League
refuses to participate in the proposed interim Government for India,
"there will be no alternative but to go ahead" with a Cabinet repre-
senting the Congress Party, various minorities and probably some
Independent Moslems. While the Moslem League "might not be as
belligerent as a short time ago" the Foreign Office does not intend
to underestimate the "potential danger" of a break with the League.
During the interim period the Indians would assume "practical poli-
tical responsibility" but India's international status would remain
unchanged.
