EEMORANDUM FOR: Deputy Director (Administration)
SUBJECT: Directive of 19 December 1953 to Senior
Representative, Germany
1. I am enclosing a copy of a directive to General Truscott
which was signed by the Director in December. The provisions of
the directive and the attachments were discussed by the Director
with General Truscott during the course of his visit to Washington.
The directive provides terms of reference for the activities of
the German Mission for the immediate future and generally provides
that General Truscott and his staff will undertake a review of all
CIA activities currently conducted in Germany with the view to
determining which shall be respectively continued, modified or
eliminated. Certain general criteria to be applied in determining
the foregoing are set forth in the body of the directive.
2. Annex B is purely concerned with the review of clandestine
operations in and from Germany and is of little general interest.
I should be glad to discuss the directive with you at your
convenience if any questions occur to you after you have had an
opportunity to review it.
