,IEMORANDUM FOR: Special Counser to the Director
Mitch:
1. I recently sent you a memorandum concerning the
endeavors of a House SelectLCommittee employee to line-up
some witnesses from the private sector. In that memorandum
reference was made to Project AQUILINE and you have asked
concerning it.
2. AQUILINE was primarily a developmental project,
although some research was involved, to develop a minia-
turized flying platform with a multi-sensor carrying
capability for clandestine acquisition of technical intel-
ligence. Having said that mad to put it in simple
vernacular, it was a high characteristic operating model
plane with a lot of expensive gadgetry. It was a DD/ST
undertaking, conducted by the Office of Research and
Development, and its life-span was probably four years or
so. Total cost of the undertaking was about
dollars during its life spin* all Agency-funded money. For
a variety of reasons it never met operational standards and
Dick Helms eventually ordered cessation of any further
investment.
3. I have given this the general parameters as I
remember and understand them. If you desire to pursue it
any further, I suggest you make inquiries of Carl Duckett.
