1. The Chinese Communists have refused to fulfill most of the promises made to
Dr, Leo Eloesser, head of the North China United Nations International
Children's Emergency Fund (UNICEF), in connection with the UNICEF program.
The promise for permission to unload at Tientsin a ship carrying eight tons
of medical supplies from Hong Kong has been honored.
2. Dr. Eloesser has been able to register only one vehicle, although he was
promised registration for all UNICEF vehicles. It was necessary to register
this vehicle in his own name, and the registration is good for only one
month. In addition, police officials aware of his identity have refused
to talk with him.
30 Eloesser has sent a polite but firm letter to TUNG Pi-wu (head of China
Liberated Areas Rehabilitation Administration) in Shihchiachuang (Shihmen)
requesting liaison, deploring the waste of time, and stating that the
Communists seem to be delaying in order to get as many supplies as possible,
with no intention of fulfilling their promises.

Comment. Dr. Eloesser is no longer hopeful for the success of UNICEF(bX3)
in the area and, when really convinced of Communist duplicity, will probably
withdraw the whole area program.
