PROJECT
Amendment #3 to project PP EYBER proposes the allocation for
the support of the League of Free Jurists of the Soviet Zone for the remainder
of FY 1952.

FACTS BEARING ON THE PROJECT
Project PP EMBER was approved on 21 December 191.,.9 for the purpose of
supporting a campaign to expose illegal action and acts of inhumanity cormitted
or tolerated by the authorities in the Soviet Zone of Germany. Amendment #2
provided for the support of an International Congress of Jurists to meet in the (b)(1)
summer of 1952. The present amendment proposes to finance the attainment of (b)(3)
two separate but related objectives: (a) the e sion of established cold war
psychological activities in East Germany (b) the development of a (b)(1)
secure paramilitary network (b)(3)
The increase in allocation to the established activities of project PP EMBEa
is required by an expansion of activities, by the further development of lecture
tours, by increased salary costs, and by the increase in cost of preparilm and
distributing propaganda.
On the other objective, the resistance potential in East Germany which has
been nurtured under project TP EMBER is now considered ready for crystallization
into specific organized staybehind groups which can take full advantage of the
experience so far gained and which will permit continued contact with our
psychological and political assets for wartime psychological and, possibly, para-
military purposes.

In its discussion of this project, the PRC recommended that the International At,
Congress of Jurists which meets this summer in Berlin should be prepared to reply
through addresses delivered at the Congress to any Soviet legal attack on the
position of the Western powers in Berlin.
ACTION
At its meeting on 6 June 1952, the Project Review Committee approved Amend-
ment #3 to project TP EMBER in the amount for FY 1952. It was noted that)0
approximately 75% of the total amount is to be directed toward psychologinvl war-
fare objectives in East Germany and 25% toward the establishment of a secure para-
military network.
