The DD/P Technical Requirements Board found the presentation of this subject which you made on 16 November 1965 valuable and interesting. We appreciate the briefing. 2. You.asked that the Clandestine Services determine if there is a conceptual requirement which justifies Project OXYGAS. You stated that if the pro- ject were to be continued, a modified boat would be needed, and, in about eight to ten months, an opera- tionally trained Clandestine Services officer should be assigned to the project to integrate with the system. 3. The Technical Requirements Board considers the effort to develop dolphins as emplacement and retrieval vehicles for use in clandestine operations warranted under existing conditions. It endorses DD/S&T's research and development efforts in this area.
