1. Action Requested: None; for information only.
2. Background: Reference is. made to my previous
memorandum to you of 29 September 1976 which resulted in
your approval to create an Agency-wide task force, chaired
by the Office' of Security, to conduct a damage assessment of
the classified information provided to the now-defunct House
Select Committee on Intelligence (HSC). As you are aware,
at the time .of this request there had been a number of
compromises of classified Agency information from the HSC,
culminating in the unauthorized printing of the HSC's draft
report in the Village Voice. In view of the large volume of
material which the Agency had furnished to the HSC in connec-
tion with that Committee's inquiry, the assessment was
limited to Classified information which, if disclosed, would
compromise sensitive Agency sources and/or current Agency
projects or 'operations.

2. Background: Attached herewith is the final report
of the Arillol:'Taik Force which was established to conduct a
damage assessment of the documents which the Agency furnished
to the now-defunct House Select Committee on Intelligence (HSC).
As you will note, the damage assessment was limited to those
documents furnished the HSC which would compromise sensitive
Agency sources and methods and/or ongoing projects and operations.
The attached report from the Chairman of the Task Force has
as attachments the responses from the various directorate
representatives who reviewed the material, which contain both
recommendations for future actions and explanations as to
remedial steps already undertaken by the respective directorates

SUBJECT Probable Compromise of Information Furnished
to the House Select Committee on Intelligence
1. Action Requested: Your approval is requested to
assemble an Agency-wide task force to conduct an overall
damage assessment of the classified documents and/or information
previously furnished by the Agency to the now defunct House
Select Committee on Intelligence (HSC).
2. Basic Data: I have been concerned for some time with
respect to the improper manner in which classified information
supplied to the HSC by the Executive Branch was handled from a
security standpoint and which culminated in the leak of the
HSC's draft report to Daniel Schorr. As you know, leaks of
classified information to the news media �by the HSC began
shortly after its creation and continued throughout the life
of that Committee.
In addition to the news leaks, there have been several
allegations (both substantiated and unsubstantiated) concerning
classified Agency and Intelligence Community documents which
have found their way from the HSC into the hands of unauthorized
persons. Two of these allegations have been referred to the
Federal Bureau of Investigation (FBI) and in at least one
instance (the classified Agency documents found on the West
Coast by R&D Associates) the FBI is conducting an active investi-
gation.
The House Committee on Standards of Official Conduct
inquiry into the circumstances surrounding the leak of the
HSC's draft report to Daniel Schorr generated substantial
testimony by former members and staff of the HSC regarding the

degree of protection afforded to classified Executive Branch
information by .the HSC Staff. This testimony clearly demon-
strated that the HSC Staff failed to provide adequate storage
and.control over classified documents, to include little or
no control over the copies made or 'access to classified
material. Further, the magnitude of this situation cannot be
determined through an inventory of the sealed cartons stored
at'the Agency attendant to.the "missing documents" allegation,
since thexe is no way of knowing how many copies have been
made of these documents nor to whom any such copies may have
been provided.
In view of the inadequate security practices employed
by the HSC Staff, it would seem to be a fair assumption that
much,. if not all, of the classified information provided to
them by the Executive Branch has been compromised. The allega-
tions and disclosures related to the documents and information
provided to the HSC continue to surface at regular intervals,
and with each such occurrence the Agency is required to react
and prepare a damage assessment on a case-by-case basis.
I feel strongly that the Agency, and perhaps the entire
Intelligence Community, should initiate an overall review of
the classified information provided to the HSC with a view
towards preparing a comprehensive damage assessment. Admittedly
this is an overwhelming task. It could, however, be reduced
somewhat by limiting our review to that classified data supplied
to the HSC the disclosure of which would compromise sensitive
Agency sources and/or current Agency projects or operations.
The above review could best be accomplished through
the creation of a task force comprised of representatives from
all Agency directorates and preferably of those individuals who
were previously involved in preparing Agency information for
transmittal to the HSC. As the Review Staff Registry has been
kept intact, it would be possible to determine precisely what
classified Agency information was provided to the HSC. From a
community standpoint, it is suggested that the Intelligence
Community Staff initiate a similar review by all other Executive
Branch agencies which provided sensitive and classified infor-
mation to the HSC.
The resulting study would be of value in terms of our
commitment to protect the identity and safety of Agency sources
and in our future assessments of various programs and projects

with regard to their success and/or failure. In short, the
Agency must be prepared, in advance, to deal with the problems
that arise through these unauthorized disclosures of classified
information.
3. Recommendation: It is recommended that you approve
the creation of a task force, chaired by the Office of Security,
cdmprised of representatives from all Agency directorates to
conduct,p damage assessment of the classified information and/or
documents provided to the now defunct House Select Committee on
Intelligence.

I. Reference�is made to your 29 September 1976,

review of that information which, if compromised,. would damage

2. rThe approptiAte offices within the Directorate' of�
Administration (DDA) have completed their review of all
pertinent documents--copies of Which Were'made available to
us' by the.Review Staff Registry. In terms of'the DDA, the
HSC primarily focused their attention.on the Agency's personnel
practices; budgetary matters; relationships with other U. S.
Government agencies; the methods through which the Agency
procures, stores, and contracts for goods and services; and
alleged "improper" activities.
3. In general terms, the HSC was Provided with detailed
information on almost all aspects of the DDA' S past and present
functions. Our review revealed that the HSC was fully briefed
on some of the Agency's most highly classified activities--
the disclosure of which could adversely affect ongoing projects
� and/or programs within the DDA. A brief outline follows high-
lighting the materials furnished to the HSC which impact on
the DDA and are within the guidelines set forth in reference:

1. This memorandum is responsive to the request by
the Director of Security for a damage assessment relevant to
the presumed exposure of the material supplied the House
Select Cbmmittee on Intelligence. As we understand, the
evaluations were ordered to be concentrated on how such
exposure would impact on sources and methods or on current
Agency operations,
2. This submission will not include the details as
sent forward to the ODDI by the various directorate cOmponents.
It will cover broadly the extent of the consequences of .
exposures concerning categories of "finished" intelligence
products of this directorate. This is doe under the
assumption that such information would be more useful �for
your report on the Agency-wide investigations. This
memorandum will indicate additional measures we intend to
take in order to make the results of our efforts more ,
accessible should actual exposure and possible remedial
action become necessary.

11. Intelligence Production on Vietnam - the very
large number of documents--hundreds of pages--memoranda,
current intelligence, and post mortem material on this

Two documents, an NIE dated 1967, and a post mortem
memorandum dated 11 April 1968, were declassified and distri-
buted to the Congress on 3 December 1975, during testimony
on the subject. These same documents also have been aranted
to an FOIA reauestor.1

1. In response to your memorandum to the Deputy
Director of Central Intelligence, dated 29 September 1976,
captioned as above, the following action has been taken to
implement the approved recommendation.
2. The old Review Staff (RS) Registry was contacted
and with the permission of the Executive Registry, it was
agreed that RS would forward to Printing Services Division
for duplication all hard copy material sent to the House
Select Committee. As of this date 2 1/2 linear feet of
documents, or about one-half the total amount of House docu
ments, have been reproduced and distributed to the task
force for examination.

briefings a task force has been assembled to receive,
examine and distribute the documents within the Agency for

4. The task force met on 8 November to define its task,
estimate the length of time necessary to complete the task
and establish procedures for processing the papers within
their respective directorates. All agreed that the only
feasible approach is a reverse of the old Review Staff
tasking method. Each directorate representative will be
responsible for controlling and accounting for documents
pertinent to his directorate, thereby keeping task force
paper work to a minimum. Because of the telescoping nature
and interrelationships of the documents, we estimate a
completion date for submission of the final report to be
1 February 1977. Time permitting, the final report will
hopefully include a damage assessment of House Committee
Reading Room documents. Task force meetings will be kept
to a minimum and generally scheduled only when necessary to
resolve major issues.

I. Reference is made to your 29 September 1976.
memorandum to the Deputy Director of Central Intelligence
which established an Agency-wide task force to conduct a
damage assessment of classified Agency information/documents
furnished to the now defunct House Select Committee on
Intelligence (HSC). Reference limited the assessment to a
review of that information which, if compromised, would damage
"sensitive Agency sources and/or current Agency projects or
operations." '
2. The appropriate offices within the Directorate of
Administration (DDA) have completed their review of all
pertinent documents--copies of Which Were.made available to
us by the Review Staff Registry. In terms of 'the DDA, the
HSC primarily focused their attention on the Agency's personnel
practices; budgetary matters; relationships with other U. S.
Government agencies; the methods through which the Agency
procures, stores, and contracts. for goods and services; and
alleged "improper"' activities.
S. In general terms, the HSC was provided with detailed
information on almost all aspects of the DDA'S past and present
functions. Our review revealed that the HSC was fully briefed
on some of the Agency's most highly classified activities--
the disclosure of which could adversely affect ongoing projects
and/or programs within the DDA. A brief outline follows high-
lighting the materials furnished to the HSC which impact on
the DDA and are within the guidelines set forth in reference:

In addition to the news leaks, there have beea several
allegations (both substantiated and unsubstantiated) concornin
classified Agency and Intelligence Community documents whici'l
have found their way from tha ISC into the hands of unauthoriled
persons. Two of these allegations have been referred to tlin
Federal nureau of Investigation (FBI) and in at least one
instance (the classified Agency documents found on the Vest
Coast by RD Associates) the FBI is conducting an active invnili-
gation.

inquiry into the circumstances surrounding the leak of the
ASC's draft report to Daniel Schorr 4enerated substantial
testimony by former members and stiff. of the iiSC regardin the

of protection afforded to classified Executive Branca
tion by the ASC Staff. This testimony clearly demon-
ed that the asc Staff failed to provide adequate store
and control over classified documents, to include little or
o control over the copies made or access to classified
aaterial. Further, tee magnitude of this situation cannot .W
determined through an inventory of the sealed cartons stored
at the Agency attendant to the "missing documents" allegatioe
since there is no way of knowing 40w many copies have been
made of these documents nor to whom any such copies may have
been proveded.
In view of tne inudequate security practices employe,.
by the iC Staff, it would seem to be a fair assumption that
much, if not all, of the classified information provided to
tnem by the Executive ilranch has been compromised. The allega-
tions and isclosures related to tne documents and innerietioa
provided to the asc continue to surface at regular intervals,
d with each such occurrence the Agency is required to react
and prepare a damage assessment oa a case-by-case basis.
I feel strongly that the Agency, and perhaps the en
elligeexe Gormunity, should initiate an overall review of
classified information provided to the tiSC with a view
ards preparing a compreaensive darnage assessment. AdriittcJly
is ale overwhelming task. It could, however, be reduced
somewhat ty limiting our review to that classified data suaalie
to the ASC the disclosure of which would compromise sensitive
A.,4ency sources and/or current Agency projects or operations.
The above review could best be accomplished through
the creation of a task force conprised of representatives from
all Agency directorates and preferably of those individuals
were previously involved in preparing Agency information for
transmittal to the tiSC. As the Roview, Staff Registry has been
kept intact, it would be possible to determine precisely what
classified Agency iaforaation was provided to the aSG. PrJla
community standpoint, it is suaaested that the Intelligence

mation to the HSC.
The resulting study woilla be of value in tome of our
commitm et to protect the identity and safety of Agency SOUTCOS
and in our future assessments of various programs and projects

3. Recommendation: It is recowmended that you approve
the creation of a task force, chaired Uy the Office of Security,
comprised of representatives from all Agency directorates to
conduct a damage assessment of the classified information and/or
documents provided to the now aefunct House Select Committee OA
Intelligence.
