MEMORANDUM FOR: Chief, Counterintelligence Operations, DDO
SUBJECT: Special Report Interagency Committee on
Intelligence (Ad Hoc)
1. I am returning to you copy 3 of the so-called "Hoover
Report" together with copies of some of the documents which
Mr. Dean kept to himself and then turned over to Judge Sirica.
As you know, Judge Sirica had these delivered to Mr. Dash,
Chief Counsel of the Ervin Committee.
2. On reviewing the Hoover Report with we (b)(3)
agreed that we could make a case for continued classification of (b)(6)
certain items which I have marked with brackets in the report.
I am also attaching a handwritten list of the pages involved.
FBI, DIA, and NSA also marked portions which they similarly
felt should be classified. These were all based on intelligence
community considerations. We did not believe the status of the
report itself was a matter for the intelligence community to report
on as it was a White House paper.
3. The report and the Dean papers were deposited by
Mr. Dash, on the instructions of Senator Baker, with Mr.
George F. Murphy, Jr. , Deputy Director of the Staff of the
Joint Committee on Atomic Energy, for safekeeping in the secure
facilities of JCAE, and Senator Baker instructed Mr. Murphy to
obtain guidance on the classification from the executive branch.

4. I met with Mr. Murphy at his request and indicated
portions of the report which CIA felt �,vere classified and said
that he should consult further with the FBI, DLA., and NSA. He
did so at a meeting when I was present, and they indicated the
portions of the report which they thought were classified.
Mr. Murphy called me today to say that he had discussed the
classified items with Chairman Ervin, who apparently agreed
that they should be protected. Mr. Murphy further said that the
Chairman had correspondence with the White House as to the
over-all status of the report. Apparently, an agreement was
reached to protect the details of the report. Accordingly, the
report has been returned to Mr. Murphy for safekeeping until
the proceedings are over, at which time a final decision will be
made as to its disposition.
