Thu will find attached hereto a somewhat more formal
le.Ler on our much discussed subject of Science Attaches,
am. aorry that there has been so much delay in this matter
you can understand that there are certain features con-
nected with it which, unless treated with great circumspect,
might have embarrassing repercussicns. You will note in the
attached letter the suggestion that we start out during the
taming fiscal year with five science attaches to be placed
In capitals to be agreed upon between CIA and the Department.
These attaches woulc receive their special instructions
ILreugh a small science attache unit in the Department cf
7,tate. All of these positions would be budgeted for in
1955 by the Department. It might be possible to extend
this service in our budget planning for 1959.
The problems we have to consider are the following:
1. We do not believe that it would be a good idea
to have persons with the title of Science At-
che in covert activities.

There are are a number of other factors to be considered and
it seems to me that we should move rather rapidly in coming
tea complete understanding with respect to the whole matter.
If, therefore, you would be good enough to designate someone

I am sure that we will be able to work out rather quickly

I refer to our recent discussion of the science attache program.
After further careful study the Department has decided to proceed to-
ward the early establishment of such a program.
In arriving at this decision, the Department considered the
possibility of CIA financial participation in the program,
that it might provide. The public recommenda-
tions of the Hoover Commission, normal suspicions abroad, and the
fiscal limitations inherent in such a small, highly-technical
type of program haVe led us to conclude that any such arrangements
would be difficult to conceal and might jeopardize the overall program.
We would propose, therefore, to fund the program through the Department's
budget. Nonetheless, we believe that the program we envisage will, by
close cooperation between the Department, the CIA, and the National
Science Foundation, go far towards meeting the general purposes of the
science attache program, including intelligence needs, both overt and
covert.
Our budget plans will enable us to finance science attaches in
five overseas posts in the immediate future, together with Departmental
personnel in 'Washington for coordination purposes. These science attaches
would provide normal reporting of scientific developments required by
CIA and other agencies. (
While our present plans permit the assignment of only one science
attache in each of five major posts, we would contemplate the possibility
of increases in connection with future budgets. As you may know, there
have been no science attaches abroad for more than a year. Moreover,
the coverage that we propose is, in fact, broader than that provided in
the science attache program for the past several years. It is our view,
therefore, and I woull hope that you share it, that our plans provide a
sufficient start for the year ahead.

In short, we propose to establish science attache posts in, say,
Paris, Bonn, Stockholm, Tokyo and New Delhi. Arrangements will be made
to enable these attaches to cover other countries to the maximum extent
feasible. To supplement their efforts, we would expect to explore
further with CIA, the National Science Foundation and others to ascer-
tain their scientific reporting requirements and the extent to which
regular Foreign Service personnel at other posts can fulfill many of
these requirements. (We think� for instance, that information such as
expenditures of foreign governments for scientific research can normally
be acquired by non-scientists.)
The Department will provide in Washington a senior officer and an
assistant to guide the science program overseas and to consult and co-
operate with other agencies. We would wish to seek the advice of CIA,
the National Science Foundation and other interested parties in the
selection of science attaches and in the management of the scientific
reporting program. The National Science Foundation, in consultation
with the Department, would be free to send scientists abroad to attend
scientific conferences or to carry out other specific short term projects.
Finally, the Department would plan to consult with CIA and other
interested agencies as to the need for additional scientific attaches
in connection with our preparation of future budgets.
I would very much appreciate it if you would designate someone
to explore on your behalf the feasibility of the above proposals in
relation to CIA's needs, both overt and clandestine. Assistant Secre-
tary I. W. Carpenter, Jr., has been designated by me to follow through
on the general development and implementation of the science attache
program. Mr. Park Armstrong will be in touch with your designee to
arrange further discussions with the Department.
We plan, of course, to discuss with the National Science Foundation
the specifics of the program proposed above, but before so doing would
like to reach agreement with CIA.
