The plan is to start a revolution in Costa Rica before the elections of
8 December, after which Arias will begin his attempt to oust the present
Panamanian government with help from the new Costa Rican regime. Somoza is
td lend arms and men in both revolts.
A letter of credit for three hundred thousand dollars in the name of one
Gunzberg has reportedly been opened in New York for the use of the
revolutionaries. Julio Lopez Masegoza, an associate of Arias and the
Calderon Buardias, is said to be buying arms with a portion of the money,
and the Mexican government is said to be selling arms, ammunition, and
military equipment to the revolutionaries*
