1. USSR: Zhukoy's_presence in Odessa confirmed�US Military Attache
Moscow reports that an American correspondent positively identified
Marshal Zhukov in Odessa on 18 September.
2. CZECHOSLOVAKIA: U�I:elielitt212 er needed�US Ambassador Steia-
hardt reports that 194-Cfood production in Czechoslovakia is close to a
record high and that substantial food exports are under way. Steinhardt
recommends that all voluntary US relief be stopped, particularly since
its continuance gives a decided political advantage to the Communist
Party.
3. YUGOSLAVIA: F'oodiroduction increases--Ambassador Patterson
reports that desplie a seiGiis r�F�oughTaiTing July and Auguat, Yugoslav
food production for 1946-47 will reach a higher level than in 1945. The
Improvement is due chiefly to better transportation, the use of UNRRA
agricultural equipment, cultivation of formerly idle land, and increased
marketing freedom for peasants.
BULGARIA: Soviet militalimovementat--AFHQ Caserta reports that
visiting central Bulgaria in mid-September raw evi-
dence of heavy equipment moving southwarti_whiehehe_wanetelatincluded
tanks and amphibious Jeeps. He learned that a
secret mission of 14 generals in civilian clothes was then visiting Bul-
garia, some of whom had German names.
Greek and Turkish estimates of Soviet trpsjage-US Military At-
tache Belgrade reports that Greek and Turkish officials there estimate
that there are now between 200,000 and 250,000 Soviet troops in Bul-
garia, and that each considers his own country threatened.

7. GERMANY: Election date re ortedl deferred in Soviet zone--Accord-
Mg to US Poli ical �visor Murp y, the Kreistag and Landtag elections
in the Soviet zone have apparently been postponed from 13 to 20 October
so as to coincide with the Berlin municipal elections,for the following
possible reasons: (a) the size of the opposition vote in recent communal
elections in the Soviet zone; and (3) fear that election results in the
Soviet zone might adversely affect the Berlin elections.

9. CHINA: New offensime_wected soon--The Commanding General of
the First Marine Division transmits from Tientsin a report from a
"very reliable" source that a widespread military campaign against
the Communists in north China is likely soon, with a coordinated effort
along all railways except the Pciping-Hankow line. National Govern-
ment military commanders appear "optimistic" over prospects of quick
success.
10. N.E.I.: Truce ra_otiations--US Consul General Batavia is not optimistic
over the prospects for the truce negotiations which began on 20 Septem-
ber,because he expects the Indonesian representatives to make "impossi-
ble demands."
11. JAPAN: Prior consultation onlaiqpesewhaung �q..m_j_it2g--The State
Department has asked SCAP to approve its proposed statement to UK,
Australia, New Zealand, and Norway that authorization for future Japan-
ese whaling expeditions will not be given without prior consultation with
"interested governments" regarding their secnrfty interests.
