MEMORANDUM FOR THE RECORD
SUBJECT: Briefings for Michael Glenn= and John Ritch, on the,Staff of
the Senate Foreign Relations Committee
1. (U/IUO) Messrs. Glennon and Ritch visited Headquarters on (b)(1)
4 August 1978 for a series of briefings related to requests for information (b)(3)
made by the Subcommittee on International Operations in connection with
its investigation into foreign intelligence activities in the U.S. The (b)(1)
undersianed was present during the briefings along with Don Greffa
and Deputy Legislative Counsel (b)(3)
was present at the b'eginning of the session.
2. (S) The initial briefing was given by Latin America
Division/DDO, who was introduced in true name. This briefing concerned
"operation Condor," an organization for cooperation among several South
American security services, emphasized that Condor had no
known representatives in the U.S.; that it had taken no known action in
�the U.S.; and that it currently appeared to be in a somewhat moribund
state. said that Condor had planned to carry out at least one
"executive action" in Europe but that this operation had never taken
place. Glennon and Ritch asked two questions on which follow-up
information will be needed. One involved a so-called "colony" of
neo-Nazis in southern Chile, and the other an alleged "shoot on
sight" arrangement pertaining to individuals sought by participating
Condor security services.

3. (S) The next briefing was on the Yugoslav intelligence services
and was presented by , of the DDO. who was introduced
by first name only. It was noted that the service has evidenced
interest in penetrating emigre groups in the U.S., and that
intelli ence officers had been identified at the Embassy in
Washington and at consulates in New York and San Francisco.
4. (S) The next briefing was on the assassination of Israeli air
attache to the U.S. Josef Alon in July 1973. This briefing was presented
by Middle East Division/DDO, who
were introduced by first name only. It was noted that information that
came to our attention years after the assassination indicated that Fatah/
Black September was "probably" responsible for the murder, and that a
two man hit team had entered the U.S. specifically to carry it out and
had left immediately afterwards. The FBI has been unable to confirm
any of the information obtained by the Agency, however, and fro arrests
have been made. It was also noted that there was no information
indicating that Alon was any sort of double agent; nor had he ever
worked for the Agency.
