This morning I accompanied General Vernon A. Walters, Deputy Director of Central Intelligence, to a meeting with the above Subcommittee on the subject of contacts with White House staff members and others on matters pertaining to the Watergate incident. The meeting lasted from 1000 to 1215 hours. There was no technical sweep of the room, 1223 Dirksen Office Building, and the room was not kept under technical monitoring. Dis- cussions were on a Secret level. A transcript was taken and is on file in the Office of Legislative Counsel. 2. Present for the session were: John L. McClellan (D., Ark.), Chairman John 0. Pastore (D., R.I. ) Milton R. Young (R., N. Dak.) 3. Present from the staff were: James R. Calloway Guy McConnell S. Arnold Smith 4. Chairman McClellan pressed General Walters a number of times as to why neither he nor. Mr. Helms alerted the President to the requests which had been made to them by Haldeman, Ehrlichman, and Dean, especially after they requested Agency financial support for the men involved in the Watergate burglary. In this connection Senators Young and Pastore were both quite helpful in pointing out instances where they found it extremely difficult, if not completely impossible, to get through to the President on matters of importance. During the hearing I provided the Subcommittee staff with a copy of the attachment to General Walters' memorandum of 6 July 1972 (this was a memorandum to Acting FBI Director Pat Gray). 6. Followup items: Chairman McClellan expressed great concern about the way in which the Agency has been providing documents to the Subcommittee on a piecemeal basis and requested that the Sub- committee be provided copies of all memoranda in the Agency's custody which were pertinent to the Subcommittee's inquiry. General Walters and I discussed this with the Chairman at the conclusion of the meeting and explained the Director had issued a notice to all employees to come forward with any documents bearing on the subject. The Chairman suggested that the Director send a letter to the Subcommittee to this effect so the Subcommittee would have it as a matter of record. General Walters indicated we would provide the staff with a copy of the� Director's instructions. 7. Following the hearing General Walters was accosted by the press and asked for his comments. The General responded since these matters were under consideration by congressional committees he thought it inappropriate for him to comment until the committees have concluded their deliberations. He was asked if he thought the present situation would have any impact on the future of the Agency. He said he hoped for the future of the nation it would not. 2 /GtORGIE L. CARY, �;JR.
